Hidropolitik açıdan Türkiye Irak ilişkilerinin değerlendirilmesi

Abstract

Küresel ısınma sebebiyle Dünya genelinde sıcaklık ortalamaları sürekli artmakta, bunun doğal sonucu olarak su kaynakları olumsuz etkilenmektedir. Küresel ısınma ve iklim değişikliği gibi sebeplerle yağış miktarında düşüş yaşanması suyun etkin kullanımını olumsuz etkilemektedir. Bu durum hem ülkemizde hem de Dünya genelinde büyük sorunlara sebep olmakta, hatta olası savaşların sebebi olarak görülmektedir. Mevcut uluslararası hukuk kuralları doğrultusunda yaşanan su sorunlarının çözümü ve suların paylaşımı konusunda çok sayıda çalışma yapılmış olsa da su ihtiyacının karşılanması için yeterli olamamaktadır. Bu problemi yaşayan ülkelerden biri olan Türkiye'de; Irak ile çeşitli sorunlar yaşamakta ve sınır aşan sular konusunda bir anlaşmaya varamamaktadır. Türkiye suyun paylaşımı konusunda uluslararası antlaşmalarla kendisine tanınan hakları kullanmak istemekte aynı zamanda su kaynakları üzerinde güç sahibi olma hedefi ile projeler üretmektedir. Irak ise bu politikaya karşı çıkmakta daha fazla hakka sahip olmak istemektedir. Bu durum iki ülke arasında yıllardır çözüm üretilemeyen bir sorun oluşturmaktadır. Bu çalışmada da Türkiye ve Irak su kaynakları, sınır aşan suları, geçmişte ve günümüzde yapılan antlaşmalar, ülkelerin kaynaklardan yararlanma oranları gibi bilgiler araştırılarak hidropolitik açıdan Türkiye-Irak ilişkilerinin incelenmesi amaçlanmıştır. Ayrıca her iki ülkenin de bölgedeki su sorunu ve ülkelerin tutumları araştırılarak çözüm önerileri değerlendirilmiştir.

Due to global warming, temperature averages around the world are constantly increasing. As a natural consequence of this, water resources are adversely affected. The decrease in the amount of precipitation due to reasons such as global warming and climate change adversely affects the effective use of water. This situation causes great problems both in our country and in the world. Moreover, it is seen as the cause of possible wars. Although many studies have been carried out on the solution of water problems and the sharing of water in line with the current international law rules, it is not enough to meet the water need. In Turkey, which is one of the countries experiencing this problem; It is experiencing various problems with Iraq and cannot reach an agreement on transboundary waters. Turkey wants to use the rights granted to it by international agreements on the sharing of water. At the same time, it produces projects with the aim of having power over water resources. Iraq, on the other hand, wants to have more rights to oppose this policy. This situation creates a problem that has not been solved for years between the two countries. In this study, it is aimed to examine Turkey-Iraq relations in terms of hydropolitics by researching information such as Turkey and Iraq water resources, transboundary waters, agreements made in the past and present, and the rate of use of resources by countries. In addition, the water problem of both countries in the region and the attitudes of the countries were investigated and solution proposals were evaluated.
