Türk basınında 1930 Belediye Seçimleri

Abstract

1930 Belediye seçimleri Türkiye Cumhuriyet'i tarihinde yapılan ilk çok partili seçim olmakla beraber, kadınların da seçme ve seçilme hakkına sahip olduğu ilk seçimdir. 1930 yılında kurulan ve muhalefeti temsil eden Serbest Cumhuriyet Fırkası, Türk demokrasi tarihi açısından bir dönüm noktasıdır. Maalesef kısa bir süre sonra parti kendisini fesh etmiş ve bu güzel demokrasi projesi, sadece bir denemeden ibaret kalmıştır. Serbest Fırka'nın kapatılmasıyla Türkiye'de tek parti dönemi yeniden başlamıştır.Çalışmanın ilk kısmında Türkiye'de 1930 yılı genel siyasi ve toplumsal ortamı incelendi. Bunun sebebi Serbest Fırka'nın kurulduğu ortamı anlamak ve buradan yola çıkarak Serbest Fırka'yı oluşturan nedenleri saptamaktı. Daha sonra Belediye Kanunu'nu, kadınlara seçme ve seçilme hakkı verilmesini ve Serbest Fırka'nın kurulması konularına değinildi.Bu tezin yapılmasının asıl nedeni olan ?Türk Basınında 1930 Seçimleri? başlıklı bölüm ise çalışmanın üçüncü bölümü teşkil etmektedir. Bu bölümde basın kronolojik olarak gün gün incelenmiştir ki bu çalışmanın orijinalliği de buradadır. Seçimlerin basın üzerinden incelenmesinin sebebi, 1930 seçimleri veya Serbest Fırka hakkındaki kaynaklarda detaylı bir basın taramasına rastlanmamış olunmasıdır. İşte tez, bu ihtiyacı karşılamak için yazılmıştır. Sonuç bölümünde ise genel bir bakışı açısı sunulacaktır.

The 1930 municipal election is the first multi party elections in Turkish Republic although it is the first election which women had right to elect and be elected. ?Serbest Cumhuriyet Fırkası? (Free Republic Party), established in 1930, represents the opposition that was the turning point of the Turkish democratic history. Unfortunately, the party dissolved itself in short time and this progressive democracy project stillborn. When the Free Party dissolved single party era began in Turkey.In the first part of my project, I studied general political and social environment of Turkey in 1930. The reason of firstly studying this topic is to picture the political atmosphere of the era and by this way I intended to show circumstances behind the establishment of the Free Party more comprehensively. After that I mentioned the subjects of municipality law, election right of women, and establishment of the Free Party.The main reason of writing this thesis is the third chapter named ?1930 Municipal Elections in Turkish Press?. In this chapter Turkish press studied chronologically day by day which gives the project its own originality. The reason of studying the elections by press is the lack of press study in the sources about 1930 elections. Here it is, this thesis has written to cover this necessity. In the conclusion part there will be a general point of view.
