Abstract
134 SUMMARY In this research which consisted of four parts, our purpose is to investigate effects of the legal regulations related to primary schools during Republic Era and to find solutions for the problem in primary schools. In the first part, as a introduction we studied the relationships between education and law. In the second part, we pointed out the legal foundations of elementary education in Ottoman Empire. In the third part we studied the legal educational regulations between 1923-1960 from the educational, instructional, organizational and administrative aspect. In the educational and instructional section we looked at legal regulations in terms of the aims of elementary education, the compulsory education, the organization of elementary school provinces, the classroom teacher, the class size, the educational period and academic year, the examinations and assessment of instruction, the reward and punishment in elementary school, the special education, the private education in elementary level, the foreign language education, the equality of opportunity and the statistic development in elementary education. In the organizational and administrative section we studied the Ministry of Education from the structural aspect and we criticized the processes of administration, control, discipline teacher training and finance in elementary education. In the last part, we studied the period between 1960 and 1994 in the same manner. We concluded the work with a conclusion part.
