Abstract
Allah who created men kind for only wors hiping him (Zariyat 51/56) nasn't untamed them (Kiyame 75/36) but he arranged the social relations such as cread worship, social behaviours ete... As the other holy books, Qur'an wors revealed for same purposes. And as a chapter from the Qur'an `Hujurat surah` contains some individuel and social norms. `Not everlooking Allah and his prophet` which has the oritical and practical dimentions is impartont according to the beliet and, it indirect'y deals with all cread... In addition to be presented in a full-composition form in the surah, further individual and social monner norms was construched on that norm. `To spear without raising the voice was built on the privious norm, since it seems to give a la'ge moral practice. It makes a base for the practice of the next moral norms. Other norms which come after these two are a bedience to Allah and hie prophet, patience, repentance tagva faith and islam, researching the brought news, mediation, justice, brother hood in faith, mock, condemn and giving some fault, backbickering being divided in to tribes, holy war, looking down on. All these norms are nearly the details ot `not overlooking at Allah and his prophet` and `speaking without raising the voice. In the surah which were composed as a whole there are other norms which complete the whole and are like the ports of a whole as ifa developing part, after the introduction port which starts with two totaly norms creed and moral. Consequently, a practical social life guide which was drown for men by Allah who created men comes throught. Althoung some of the norms which are secondarilg detemined such as faith, islam, taqva, are very extented concepts. Giving bad nicknomes, suspect, looking down on, aren't extented concepts according to their scqoes, But, due to their different dimentions, it is appro ximately determined that which group they would goingto take part in in the theses.
