177 numaralı Mühimme Defteri`nin transkripsiyon ve tahlili

Abstract

177 Numaralı Mühimme Defteri H.1192-1193/ M.1777-1778 tarihleri arasını ihtiva etmektedir. Defterdeki fermanlara konu olan makam ve yerler bakımından geniş bir coğrafyaya hitap ettiği anlaşılmaktadır. 177 Numaralı Mühimme Defteri'nde yer alan hükümlerin, gönderildikleri makam, belde ve dağıtımı yapılan sûretleri ile birlikte sayısı 386'dır.Hükümlerin içeriğine baktığımızda, genelde askeri konuların ağır bastığı görülür. Bunun nedeni o dönemdeki Osmanlı ile Rusya arasındaki siyasi ve askeri münasebetlerin yoğunluğundan kaynaklanmaktadır. Rusya'nın Kırım üzerindeki politikasına karşılık, Osmanlı Devleti'nin Kırım'ı korumak adına Rusya'ya karşı yaptığı harp hazırlığı, Ruslara karşı Boğdan'ı korumak üzere alınan askeri tedbirler, Rusya'nın saldırılarına karşı alınan önlemler, Rus sınırlarında yapılan kış hazırlıkları, Kırım savunması, Kırım'a asker sevki, Rusya'ya karşı savaş hazırlıkları esnasında askerin tertibi ve celbi, Rus sınırından askerin bekletilmesi ve çekilmesi, Rus sınırından askeri yığınakların kaldırılması, Rusya ile sulh andlaşması imzalanması, Rusya ile sulh andlaşmasına ait tasdiknameler gibi konular yer almaktadır.Bunun yanında askeri alanda, donanma, asker celbi ve sevkiyatı, asker izinleri, asker yazımı, askeri tedbirler, top ve top levazımlarının kalelere teslimi, topçuların ve top arabacıların İstanbul'a geri dönmeleri, topçubaşı tayini, kale tamiratları, askerin zabt ve rabtı, askerin kışlaması, asker temini, ordunun para, iaşe, levazımat vesairesinin sağlanması, askerlerinin techizi için görevli tayini, tebligat, sefer görevi tebliği, asker mikdarları, yoklama, askerin nizam ve intizamının sağlanması, disiplin cezası, askerin yerlerinden ayrılmaması, askeri takviye, kış döneminde asker toplama, yoklama yapılması, muhafaza için serden geçti tertibi, alaybeyi azil ve tayini, yeniçeri zabiti tayini, kalyoncu neferatı tertibi gibi konular da yer almaktadır.Bunların dışında siyasi. ekonomik ve sosyal konular da görüşülmüş bunlarla ilgili olarak , sancak tevcihleri, eşkıya ile mücadele, bir beldenin tevcihi, tenbihat, iltizam, Zeâmet ve tîmâr yoklamaları görevlendirme,göreve başlama, görevde ibkâ, görev yeri değişiklikleri, tayin, tayinlerde israfın önlenmesi, azil, düzeni koruma, sulh antlaşmaları, suçluların cezalandırılması, asayişin temini, tebligat, izlenecek yol talimatı, görevlendirme, ? vb. geniş bir konu dağılımına sahip olduğu görülmektedir.177 Numaralı Mühimme Defteri'nde Osmanlı Devleti'nde 18.yy'nin son dönemlerinde ceryan eden idari ve askeri konulara, karşılıklı ilişkilere, kurumların işleyişine, gayrimüslim tebea ile olan münasebetlere, halkın ekonomik ve sosyal ihtiyaçlarının karşılanması, güvenliğin sağlanması hakkında bilgilere ulaşmamız mümkündür.Anahtar Kelimeler: Rusya, Kırım, Askeri tedbirler, Sulh Antlaşmaları, Tevcihat, Azl, Tayin, İltizam, Zeâmet ve Tîmar Yoklamaları.

117th important notebook contains the data between the years (H. 1192-1193/M.1777-1778), It is understood that it addressed to a wide geographical area with regard to places and authorities that are the subjects of the decrees in the notebook. The number of the judgments in the 117th Important notebook is 386 together with the receiver authority, city and the copies delivered.When we have a look at the judgments, it is seen that military matters are on the foreground. The reason for this is the result of the intense political and military relations between the Ottoman and Russia. The subjects are matters such as the war preparations of the Ottoman Empire to protect Kırım as a response to the Russian policy on Kırım, the military precautions taken to protect Boğdan against Russians, the measurements taken against Russian attacks, the winter preparations in the Russian borders, defense of Kırım, the dispatch of soldiers to Kırım, the summons and arrangement of the soldiers during the war preparations against Russia, the keeping and withdrawal of the soldiers from Russian borders, removal of military build-ups in the Russian borders, the peace treaty with Russia and the certificates of the peace treaty with Russia.Besides, there are military matters such as navy, the summon and dispatch of the soldiers, leaves of absence of the soldiers, enlisting of soldiers, military precautions, the delivery of the cannons and their supplies to the castles, the return of the artilleries and gun carriages to İstanbul, the assignments of the head of the artillerymen, repairs of the castles, recording and keeping of the soldiers, overwintering of the soldiers, provision of the soldiers, the provision of the the needs of the army such as money, subsistence, necessaries etc., the assignment of the person in charge of supplying the soldiers, declarations, the declarations of the mobilization service, the number of soldiers, inspections, the accodomation of the regulation and the order of the soldiers, summary punishments, keeping the soldiers in their places, military reinforcements, gathering of soldiers in winter, making inspections, arrangement of the gorillas for protection, appointment and dismissal of the troop master, the appointment of the jenissary officer, arrangement of galleon soldiers etc.Apart from these, political, economical and social matters are also discussed and it is seen that it has a wide scope of matters such as directing of the Sanjaks, struggle against brigands, directing of a city, appointment of the inspections for warnings, iltizams, fiefs and tımars, taking office, keeping the duties, changes in duty stations, appointments, avoiding extravagance in the appointments, dismissals, keeping the order, peace treaties, punishments of the criminals, provision of general order, official communications, assignments etc.In the 177th Important notebook, it is possible to reach the information about military and administrative matters, mutual relations, the working systems of the organizations, relations with non-Muslim subjects, provision of the economical and social needs of the public, provision of public security during the late 18th century Ottoman Empire.Key words: Russia, Kırım, military precautions, peace treaties, directing, dismissal, appointment, iltizam, fief and Tımar inspections
