2011 Van depremleri sonrası kalıcı afet konutlarındaki yaşam koşulları üzerine sosyolojik bir araştırma

Abstract
Yapılan araştırmalara göre Türkiye'de farklı zamanlarda çeşitli afetlerin meydana geldiği görülmekte ve bilinmektedir. Bu afetler içinde en fazla hasara ve kayba yol açan afet türlerinden biri depremlerdir. Türkiye topraklarının büyük bir bölümü deprem riski taşımaktadır. Türkiye'de tarih boyunca farklı zamanlarda birçok şiddetli deprem meydana gelmiştir. Depremin şiddeti kadar can ve mal kayıpları da fazla olmaktadır. 2011 yılında Van ilinde meydana gelen iki büyük deprem de bunlardan sadece bir tanesidir. 23 Ekim 2011'de meydana gelen depremde; 604 kişi, 9 Kasım 2011'de ise 40 kişi olmak üzere, toplamda 644 kişi hayatını kaybetmiştir. Her iki deprem sonrasında il merkezinde, Erciş ilçesinde ve köylerde toplamda 2362 konut yıkılmıştır. Bu çalışmanın amacı 2011 Van Depremleri'nin ardından devlet tarafından TOKİ'ye (Toplu Konutlar İdaresi) yaptırılan afet konutlarındaki yaşam koşullarını ortaya koymaktadır. Bu konutlarda yaşamak zorunda kalan insanların bu yerleşimlerdeki fiziki şartları, ekonomik koşulları ve sosyal ilişkileri anlamında yaşam koşullarını temelde bu üç başlık altında değerlendirilmektedir. Fiziki koşullar; afet konutlarının yapısı ve fiziki çevresiyle ilgili yaşam koşullarını ortaya koymaktadır. Bu koşullar içinde; evlerin yapısı, sosyal faaliyet ve açık-yeşil alanların durumu, kent merkezine ve diğer hizmet alanlarına ulaşım tartışılmaktadır. Ekonomik düzlemde ise; ev taksitlerini ya da ev sahipliğini sağlama, toplu konut alanlarında yaşamanın ekonomik yükümlülükleri ve istihdam durumu tartışılmaktadır. Sosyal düzlemde ise, komşuluk-akrabalık ve arkadaşlık gibi sosyal çevre ile ilişkiler ve bu konutlara yerleşmekten kaynaklı sosyal ilişkilerde yaşanan durum ortaya konulmaktadır. Araştırmamız ana hatlarıyla kalıcı konutlara yerleşen insanların sosyal, ekonomik ve konut alanlarının ffiziki durumundan kaynaklı birçok sorunla karşı karşıya kaldığını ortaya çıkarmaktadır. Researches have shown that Turkey has undergone various disasters at different times. One of the disasters that cause the most damage and loss is earthquakes. A large part of Turkey's land is under the risk of earthquakes. There have been many severe earthquakes at different times throughout the history of Turkey. The severity of an earthquake is directly proportionate to the number of lives and properties lost. To exemplify, two major earthquakes took place in the province of Van in 2011. In the earthquake that took place on 23 October 2011, 604 people; on 9 November 2011, 40 people were killed, 644 people in total. After both earthquakes, a total of 2362 houses were destroyed in the city centre, Erciş sub-province and the villages.In 2011, two major earthquakes occurred in Van, and afterwards, many people lost their lives and many houses were damaged and became uninhabitable. This study intends to reveal the living conditions in disaster housing that the state had TOKI (Housing Development Administration) constructed following Van earthquakes in 2011. The study basically focuses on three subjects to evaluate the living conditions of the people obliged to live in these houses: physical conditions, economic conditions and social relations. Physical conditions refers to the structure of the houses and their living conditions with the physical surroundings. Within these conditions are the structure of the houses, social activity and the status of open green areas, access to the city centre and other service areas, etc. Economic conditions accounts for providing house installments and becoming homeowner, and economic obligations of living in housing estates and employment situation. As for the social conditions, the social relations and social environment formed by neighbourhood, kinship and friends are meant.From all these problems, the fact that people have been obliged to settle here by leaving their old settlements shows that they have been confronted with many problems that originate primarily from the social, economic and poor physical residential conditions. As this study reveals problems in disaster housing, it will provide suggestions and ideas to avoid the same problems in terms of disaster housing acquisition and planning after a possible future disaster
