Drug trafficking as a global security issue: Case of Turkey as a transit country for Afghanistan - based drug trafficking

Abstract

Yasadışı uyuşturucu ticareti çeşitli güvenlik sorunları açısından ciddi tehditler oluşturmaktadır. Yıllardır ulusal ve uluslararası narkotikle mücadele kurumlarının büyük çaba harcamalarına ve gündemlerinde tutmalarına rağmen, problem hala çözülememiştir. Problemin boyutlarını ve çözülememe nedenlerini anlamak için, yasa dışı uyuşturucuların ve kaçakçılığının, uluslararası ve özellikle, temel uyuşturucu kaynağı ve narkotikle mücadelenin büyük oranda başarısız olduğu Afganistan'da ve transit konumu nedeniyle bu durumdan çokça etkilenen Türkiye'de sosyal ve ekonomik güvenlik üzerindeki etkileri incelenmiştir. Sebepleri gözden geçirilince, en önemli faktör, organize suç şebekeleri tarafından edinilen ve narko terör gruplarını finanse eden uyuşturucu parası olarak ortaya çıkmaktadır. Yasaklama suç ve narko terör örgütlerini güçlendirirken, devlet ekonomisini ve otoritesini zayıflatmaktadır. Bu çalışmada, uyuşturucuların yasallaştırılmasının suç örgütlerinin uyuşturucu karını kesip işlerini ellerinden alarak ve uyuşturucu kullanıcılarını ve bağımlıları devlet kontrolü altına alarak güvenlik tehditlerini en aza indirgeyeceği savunulmaktadır. Hali hazırdaki hukuki yaptırımlara harcanan çaba ve uyuşturucu vergisinden edinilecek gelir, uyuşturucu kullanımını ve bağımlılığını azaltmak için sağlık hizmetlerine ve önleme aktivitelerine yönlendirilmelidir. Illicit drug trafficking has been posing serious threats to various security issues. Although it has been on the agenda of national and international counter narcotic agencies with considerable efforts for years, it remains as an unsolved problem. To understand the extent of the issue and why it cannot be prevented, the effects of illicit drugs and trafficking on social and economic security are analyzed internationally and especially in Afghanistan which is the main opium source of the world with a large failure in counter narcotics, and in Turkey affected mostly by the Afghanistan-based drug trafficking due to its transit position. Reviewing the causes, the biggest reason appears as the highly profitable drug money that is benefited by the organized crime networks, and funding narco terrorist groups. The prohibition strengthens the criminal and narco terrorist groups, while it weakens the state economy and authority. It is argued in this study that legalization of the drugs can minimize its security threats by cutting the drug profits for criminal groups and taking their business from their hands, and bringing the drug user and addicts under government control. Moreover, the current law enforcement efforts and the income of the drug taxation should be canalized to health-care and prevention activities to lessen the drug use and addiction.Key Words: drug trafficking, illicit drugs, security, legalization, counter narcotics.
