Türkiye tarihinde kentsel alanda değişen güvenlik anlayışı

Abstract

Bu çalışmada Yakın tarihte Türkiye'de şehirsel alanda değişen güvenlik algısı incelenmiştir. Güvenlik kavramına ilişkin değişimler tarihsel ve toplumsal değişimin temel eğilimleri doğrultusunda tartışılmıştır. Şehirsel alanda değişen güvenlik algısının toplumsal dayanakları sorgulanmıştır. Güvenlik algısında yaşanan bu değişim şehir içinde farklı kesimlerin birbirlerini tehlikeli olarak görmelerine yol açmıştır. Sıradan bir şehirlinin, şehire karşı belleğinde oluşan emniyetsizlik hali güvenlik önlemlerinin arttırılması talebini yükseltmektedir.Güvenlik sorunu insanların yaşama hakları göz önüne alınarak sosyal bir sorun olarak karşımıza çıkmaktadır. İnsanlar yaşadıkları toplum içerisinde özgürce hareket edebilme, güvende olma hissi içerisinde yaşamak isteyecektir. Bu nedenle şehir içerinde güvenliğin sağlanması toplumsal bir ihtiyaç olduğundan özel kesimlere bırakılmamış ve devlet güvencesi altına alınmıştır.Güvenliğin ne olduğu, güvende olma hissi, güvenliğin nasıl tanımlanacağı, siyaset ile güvenliğin ilişkisi, toplumsal ve bireysel güvenlik, toplumsal yaşamda güvenliği sağlayacak unsur ve faktörler gibi sayılabilecek bir dizi sorun ve başlık farklı disiplinlerce de ele alınabilmesi güvenlik olgusuyla ilgili yapılacak düşünsel faaliyetlerin sınırlandırılması zorunluluğunu da beraberinde getirmektedir.İdeal şehir oluşturulması için toplumların hep birlikte beraber yaşamalarını sağlayan ortak kültürün önemseyen düşünceler ile şehirlerde güvenlik algısına dikkat çekilmelidir. Eğer hep birlikte toplumsal ortamda yaşama bilincine varamamış olan devletlerde iç düzenin bozulduğu ve ortaya çatışmaların çıktığı gözlenecektir.

In this study, the changing security perceptions of urban areas in Turkey were examined after 1980.
