Abstract
Manyas Gölü ve Kuş Cenneti'nin Çevresel Değerlemesi Üzerine Bir AraştırmaÖZETManyas Gölü ve Kuş Cenneti Milli Parkı'ndaki çevresel sorunlar göl suyukalitesini etkileyen faktörlerden kaynaklanmaktadır. Baraj projeleri, gölü besleyenakarsulardan çekilen endüstriyel ve tarımsal sulama amaçlı sular, sanayi kirliliği, evselatık sular ve tarımsal kimyasallardan gelen kirlilik, gölün temel çevresel problemleridir.Bir değer tahmini, gölün toplam ekonomik değerlerini yansıtacak ve bu problemlerinönemini anlamaya yardım edecektir.Bu çalışmada, miras değeri, tercih değeri, dolaylı kullanım değeri ve doğrudankullanım değerlerini kapsayan toplam bir değer Manyas Gölü'nün toplam ekonomikdeğerine bir yaklaşım olarak tahmin edilmeye çalışılmıştır. Öncelikle koşullu değerlemeyöntemi Manyas Gölü'nün ekosisteminden sağlanan faydaların geliştirilmesi içinödeme arzusu tahminlerini elde etmede kullanılmıştır. Bu değer, gölün ?ekosistemdeğeri? olarak kabul edilmiştir. Ayrıca, seyahat maliyeti yöntemi Kuş Cenneti MilliParkı'ndaki kuş gözlemciliğinin rekreasyon değerinin doğrudan kullanım değerinin birparçası olarak tahmin etmek için kullanılmıştır.Koşullu değerleme yöntemiyle kişi başına düşen ödeme arzusu 55,83 Yeni TürkLirası (YTL)/yıl olarak tahmin edilmiştir. Manyas Gölü'ndeki yerleşim birimlerineyönelik toplam fayda 4.466.400,00 YTL/yıl olmuştur.Kuş Cenneti Milli Parkı'nıntoplam tüketici fazlası değeri de 10.342.783,744 YTL/Yıl olmuştur. Bu değer, ManyasGölü'nün toplam ekonomik değerinin en önemli parçalarından biri olmuştur. Toplam14.809.183,74 YTL/yıl değeri gölün toplam ekonomik değerinin bir yaklaşımı olarakekosistem ve rekreasyon değerleri dikkate alınarak tahmin edilmiştir.Bölgedeki kamuoyu ve karar vericiler için önemli bir gösterge olabilecek busonuçlar, göldeki çevresel mal ve hizmetlerin kalitesinin geliştirilmesi için önemli birtalep olduğunu göstermektedir.Anahtar Kelimeler: Manyas Gölü, Çevresel Değerleme Yöntemleri, ToplamEkonomik Değer, Koşullu Değerleme Yöntemi, Seyahat Maliyeti Yöntemi, SulakAlanlar A research on the Environmental Valuation of the Lake Manyas and BirdParadiseABSTRACTEnvironmental issues at the Lake Manyas and National Park of Kuş Cennetiresulted with the factors (environmental) affecting the quality of the lake water.Pollution from agricultural chemicals, discharge of domestic and industrial waste water,withdrawal of water for industrial and agricultural irrigation purposes and dam projectsare the main environmental problems of the lake. Estimating of a value would reflectthe total economic merits of the lake and help to realize the importance of theseproblems.In this study, a total value including direct-use value, indirect-use value, optionvalue and bequest value were tried to be estimated as an approach to the TotalEconomic Value of the Lake Manyas. First of all, the Contingent Valuation Method wasused to obtain estimates of willingness to pay for improving the ecosystem services ofthe Lake Manyas. This value was considered as the ?Ecosystem Value? of the lake. Inaddition, Travel Cost Method was used to obtain an estimate of ?Recreation Value? ofbird watching at the National Park of Kuş Cenneti as a part of direct-use value.The per capita willingness to pay was estimated as 55,83 New Turkish Liras(NTL)/year with Contingent Valuation Method. The aggregate benefit to residents ofthe Lake Manyas was 4,466,400.00 NTL/year. Total consumer surplus value of theNational Park of Bird Paradise was also 10,342,783.74 NTL/year. This value was themost important part of total economic value of the Lake Manyas. A total of14,809,183.74 NTL/year was estimated by taking into account ecosystem and recreationvalues together which would be an approach to total economic value of the lake.These results, which would be an important indicator for decision maker andpublic in the region, suggest that there is an important demand for improving the qualityof the environmental services at the lakeKeywords: Lake Manyas, Environmental Valuation Methods, Total EconomicValue, Contingent Valuation Method, Travel Cost Method, Wetlands
