dc.description.abstract | 1983 and the- 1987 national, and 1964 local elections, this ruling cadre behaved like an election committee in determining the Motherland candidates for the National Assembly and municipalities. Dn the other hand, some party leaders have served as chairmen of key committees such as the Constitution, Foreign Relations, Def ence, and Plan and budget. Thus, the party and committee systems in the National Assembly have been meshed, uhich reinforce the influence of party in the development and direction of policy at the committee stage. Nevertheless, it cannot be argued that authority of party as institution like in Britain as tuell as other institutions of Western democracies sufficiently developed in Turkey. 3.1. 4. Summary : In this section party in the electorate, party as organization, and party in parliament have been briefly considered as the parameters of party rise. In each case, the central implication is that the salience of party has increased. There are many partisans in the electorate and there is more partisan voting behavior. Party organizations appear to play a primary role in electoral politics. Finally,the institutional authority of party in the National Assembly has increased. If, as I have argued here, patterns in the three components or bases of party are interrelated, I would expect that the importance of party as a basis af cleavage iti Assembly voting alignments has increased as well. 3. 2.
