Yerel yönetimlerin eğitim hizmetlerindeki rolü: Bitlis örneği

Abstract

Yerel yönetimlerin temel görevleri: sorumlu oldukları sınırlar içerisindeki bölgelerin sosyal, kültürel, ekonomik ve çevresel kalkınmayı sağlamak ve bu çerçevelerde halka hizmet etmektir. Bu esas görevlerle birlikte yerel yönetimlerin eğitim ve öğretimde de önemli derecelerde katkıları olmaktadır. Türkiye'nin kalkınması ve gelişmesinin temel taşlarından biri olan eğitim ve öğretim hizmetleri artık merkezi yönetim kadar yerel yönetimlerinde sorumluluk alması zorunlu kılan bir durum haline gelmiştir.Yerel yönetimlerin eğitim hizmetleri üzerindeki rolünü araştırmaya yönelik olan bu araştırma üç ana bölümden oluşmaktadır. Çalışmanın birinci bölümünde, yerel yönetimler, yerel yönetimlerin tarihçesi, yerel yönetim ve kalkınma ilişkisi üzerinde durulmuştur. Çalışmanın ikinci bölümünde, yerel yönetimin eğitim üzerindeki katkıları üzerinde durulmuş, konuyla ilgili temel yasalarla birlikte yerel yönetim organlarının eğitim ile ilgili rolü incelenmiştir. Yerel yönetim eğitim hizmeti ilişkisinin çeşitli ülke örnekleri üzerinden incelenmesi de bu bölümde ele alınmıştır. Çalışmanın üçüncü bölümünde, Bitlis ili örneğinde yerel yönetimin eğitimdeki rolü ve katkısı incelenmiştir.

The main tasks of local governments are to ensure social, cultural, economic and environmental development of the territories within their borders they are responsible for and to serve the public in these frameworks. Along with these main tasks, local governments also make significant contributions to education and training. Education and training services, one of the key factors of Turkey's progress and development, have become a necessity to take responsibility for local goverments as well as central governments. This research, which aims to investigate the role of local governments on educational services, consists of three main parts. In the first part of the work, local governments, the history of local governments, the local government and the developmental relationship are emphasized. In the second part of the study, the contributions of the local government to education are emphasized and the role of the local governments on education in relation to the basic laws on the subject is examined. This part also deals with the relation between local governments and educationa services over the examples in various countries. In the third part of the study, the role and contribution of the local government in education in Bitlis Municipality are examined.
