İnşaat yatırım projelerinin yapılabilirlik analizi ve örnek bir organize sanayi bölgesi projesinde uygulanması

Abstract

nsaat yatırım projeleri hazırlanırken belli bir sistematik takip edilmelidir. Yatırım kararıalırken yapılan fizibilite etüdü, birbiriyle iliskili birçok teknik, idari, hukuki, finansal vetoplumsal analizleri içermeli ve yatırımla ilgili bütün taraflara hitap edebilmelidir. Bir insaatyatırım projesi, saglıklı verilerden yola çıkarak tutarlı analizleri ortaya koymalı ve sonuçlarmanipüle edilmeden objektif bir biçimde sunulmalıdır. Alternatif yatırımlar, finansal analizyöntemleri kullanılarak degerlendirilmeli, en uygun sonucu veren proje stratejik hassasiyetler,ekonomik politikalar da dikkate alınarak gerçeklestirilmelidir.nsaat sektörünün imalat asamasında ne kadar hassas ve kontrollü bir planlama yapılırsayapılsın süre ve maliyeti azaltma çabası sınırlı kalacaktır. Halbuki imalat asamasınageçmeden evvel ön fizibilite çalısması yaparak projenin yapılabilirliginin irdelenmesi büyükoranlarda süre ve maliyet tasarrufu anlamına gelmektedir.Kalkınmada büyük bir agırlıga sahip olan Organize Sanayi Bölgeleri, bölgesel dengesizliklerigidererek, sanayilesmenin yurt genelinde yayılmasında son derece önemli rol oynamaktadır.Üretim kaynaklarının hepsinin birden kullanılabilmesine imkan veren ve istihdam saglayaninsaat yatırım projelerinden organize sanayi bölgesi fikrinin fiiliyata geçirilmesi bu tezçalısmasında incelenmis olup, gerekli literatür çalısması sonrası Gebze'de kurulacak olanmes Organize Sanayi Bölgesinin fizibilite raporu ve ön çalısmaları ele alınmıstır.Bugünlerde hafriyat ve altyapı çalısmaları yapılmakta olan mes Organize Sanayi Bölgesindefizibilite çalısmalarının ne derecede saglıklı yapıldıgı, yapılabilirlik kararının ne derece dogruoldugu yapılan incelemelerle ve somut göstergelerle degerlendirilmis ve fizibilite etütlerininciddiyetle ve dogru kisilerce yapılması geregi ortaya çıkmıstır.Anahtar Kelimeler: nsaat Yatırım Projesi, Fizibilite Etüdü, Organize Sanayi Bölgesi,Yapılabilirlik.

A specific systematic has to be followed while preparing building investment projects. Thefeasibility etude while taking the investment decision has to involve many technical,administrative legal, financial and social analyses which are related to one another and has tobe able to denounce to all sides. A building investment project has to put forth the consistentanalyses by setting of from consistent data and the results have to be presented objectivelywithout being manipulated. The alternative investments have to be assessed by using financialanalysis methods and the project which gives the most appropriate result has to be realized bytaking the strategically tenderness and the economic policies into account.Regardless of however a tender and controlled planning is made at the manufacturing phaseof the building sector, the efforts to decrease the duration and the cost will keep stayinglimited. However the further investigation of the feasibility of the project by performing afeasibility study before proceeding to the manufacturing phase means the saving of time andcosts at great amounts.The Organized Industrial Regions(OIR) which have a great weight in development play animportant role in the expansion of the industrialization across the country by eliminating theregional unbalances. The materialization of the organized industrial region idea from thebuilding investment projects which facilitates the wholly using of the production resourcesand provides employment has been studied in this thesis study and, the feasibility report of theImes Organized Industrial Region which is to be building in Gebze and its fore activities havebeen taken into consideration.The Imes OIR whose excavation and infrastructure works are currently being performed , towhat healthy extent the feasibility studies are being made and how correct the decision offeasibility is, have been assessed in the inspections made with concrete indicators and therequirement for the feasibility etudes being made by correct people and seriously has beenarisen.Keywords: Building Investment Project, Feasibility Study, Organized Industrial Region,Buildability.
