Obstacles to democratic transformation in the Arab region: A case study of Libya

Abstract

Arap dünyası, manda rejimlerinin monarşiye dönüşümü ve dışmüdahaleler nedeniyle ciddi zorluklarla karşı karşıya kalmıştır. ArapBaharı'nı takiben Ortadoğu'daki siyasi durum, demokrasileri yavaşlatanve hatta durduran bir görünüm arz etmiştir. Bu araştırmada, Arapülkelerindeki mevcut demokratik dönüşüme genel bir bakış ve ciddizorluklara neden olan olaylar silsilesi ele alınmıştır. Araştırma, Arapdünyasında demokratik dönüşüm zorluğunun çeşitli nedenlerini ortayakoymaktadır. Bunlar, tek parti zihniyeti ve siyasi yelpazenin darlığı,gerçekleşen siyasi değişiklikler, Arap Dünyası'nın demokrasikonusundaki mevcut görüşü ve Arap toplumunda demokratik kültüreksikliği. Arap dünyasında yaşanan tüm zorluklar Libya'nın demokratikdönüşümü konusunda da yaşanmıştır. Libya konusu, demokrasininuygulanmasına dair uzlaşıya varılamaması, kabile ittifakları, Libya'nıngüvensiz ortamı ve güvenlik güçlerindeki ayrımcı hareket gibi farklıunsurları da içermektedir.

The Arab world had faced serious challenges with democratictransformation since the mandate times and the transformation ofpowers to monarchy and foreign protected political systems. Followingthe Arab Spring, many challenges became apparent to the monitors ofthe political situation in the Middle East, which delayed and evenstopped the democratic. In this research, an overview of the currentdemocratic transformation status is reviewed with the Arab countries,and the subsequent events which led into facing the several challengesin the process. The research gives several reasons to the di7culty ofdemocratic transformation in the Arab world including; the one-partymentality and lack of political diversity, lack of political changes, thecurrent view of the Arab World to democracy, and the lack of democraticexperience in the Arab society. The speci:c case of the Libyandemocratic transformation is reviewed, where the overall challenges todemocracy in the Arab world applies, with variations to the Libyan casestudy, such as; lack of consensus on the way to implement democracy,the tribal alliances, the current security situation in Libya, and theseparation plans by some of the Libyan forces.
