Abstract
100 ÖZET Günümüzde insan haklarına verilen önemine paralel olarak mahkemelere sunulan delillerin hukuka uygun yollardan elde edilmesi büyük önem kazanmıştır. Bu durum polis teşkilatlarım sanıktan delile giderek olayı çözmek yerine, kriminal tekniklerden yararlanarak delilden sanığa gitme yoluna itmiştir. Olay yerinde kalma ihtimali bulunan iz ve kalıntılar arasında taşıdığı özellikler göz önünde bulundurulduğunda en önemli yeri alan ve kimlik tespitine en elverişli olan iz parmak izidir. Ülkemizde parmak izi hizmetlerinde kullanılmakta olan klasik yöntem işlem hacminin çok artmasından dolayı artık görevini yerine getiremez bir konuma gelmiştir. Tıkanma noktasına gelen bu hizmetin daha verimli olabilmesi için teknolojinin getirdiği kolaylıklardan yararlanması kaçınılmaz olmuştur. Bu çalışmada klasik parmak izi sınıflandırma ve karşılaştırma yöntemleriyle otomatik parmak izi teşhis sistemleri karşılaştırmalı olarak gösterilmiştir. AFIS'm parmak izi hizmetlerine kazandırılması gerekliliği savunulmuştur. 101 SUMMARY Today, parallel to the increasing importance of human rights, the acquirement of the evidences from the legal ways, which are presented to the court, has attained a great importance. This led the police organizations reach to the defendant going through the evidence by benefiting criminal techniques instead of soling the events by reaching the evidence going through the defendant. When the properties that the fingerprint has, taken into consideration, it is the trace which takes the most important place and is the most suitable one among all the traces and the residues which are able to remain at the place of incident. Due to the high number of operation, the classical method used in our country at fingerprint services has come to a point that it could no longer work. It has become inevitable to benefit from the facilities that the technology brought in order to make this service more efficient, which In this study, the classical classification and the comparison methods of the fingerprint and the automated fingerprint identification systems ( AFIS) have been observed and the necessity of the AFIS to the fingerprint services hf? been defended.
