Abstract
Patlama ve molotoflama eylemleri, hem ekonomik hem psikolojik hem de sosyolojik olarak toplumsal hafızada önemli etkiler bırakmakta ve telafisi kolay olmayan yaralar açmaktadır. Bu noktada devletin görevi; faillerin en kısa sürede yakalanmasını sağlayarak kamu vicdanını rahatlatmak ve hukuk kuralları çerçevesinde bir an önce adalet önüne çıkarılmasını ve cezalandırılmasını sağlamaktır.Suç ve suçlularla mücadele kapsamında kaydedilen hızlı gelişmeler sayesinde olay yerlerinden toplanan bulgular üzerinde kapsamlı ve çok yönlü incelemeler yapma imkânı doğmuştur. Özellikle patlama ya da el yapımı yangın çıkarıcı olayları gibi terör eylemlerinde elde edilen bulgulardan patlayıcının cinsi tayin edilerek hangi terörist grubun gerçekleştirdiği tespit edilmektedir. Olay yeri incelemesinin önemli amaçlarından biri failin tespitine yarayacak parmak izi araştırması yapılmasıdır. Olay yerinde bulunan materyallerinden kimliklendirmeye elverişli parmak izinin varlığı; suçun anlaşılması ve suçluların bulunması açsından çok önemlidir. Ayrıca; kriminal araştırmaların çok yönlü yapılması elde edilen delillerin sadece parmak izi araştırması yönünden değil aynı zamanda biyolojik incelemeler yönünden de değerli olması nedeniyle yapılan parmak izi geliştirme tekniğinin ve ısının olayın failine ait genetik materyalleri bozup bozmadığının da araştırılması önemlidir. Bu araştırmanın hedefi; olay yeri incelemesinde elde edilen bulgular üzerindeki izlerin kalitesine ve var olan DNA'nın bozulup bozulmamasına ısının ne derece etkili olduğunu araştırmak ve polis ve jandarma kriminal laboratuvarlarında rutin bir inceleme yöntemi olarak kullanılabilmesini sağlayacak standartlar oluşturmaya çalışmaktır.Çalışmada patlama ya da el yapımı yangın çıkarıcı olayları sonrası yapılan olay yeri incelemesinde karşımıza çıkabilecek ortamlar sağlanarak hazırlanan 720 adet parmak izi örneği incelenmiştir. 50Co-300Co arası sıcaklık derecelerine maruz kalan numunelerden; metal ve cam numunelere 'Süper Glue' ve 'SPR' yöntemi ile kağıt numunelere 'Ninhidrin' yöntemi uygulanarak parmak izi geliştirme işlemi gerçekleştirilmiştir. Çalışmamızda 54 adet parmak izinden izolasyon ve identifikasyon çalışmaları gerçekleştirilmiştir. DNA profillemesi açısından bakıldığında kağıt yüzeylerden alınan epitel hücrelerden elde edilen sonuçların cam ve metal yüzeylere göre daha çok kimliklendirmeye uygun olduğu tespit edilmiştir. Sıcaklık parametresi göz önüne alındığında tüm yüzey ve ortam koşullarında 300Co' ye kadar mukayeseye elverişli parmak izleri elde edilmiştir. It is determined that which terrorist group has made the explosive by determining the type of explosives, especially explosions or handmade fire extinguisher events. One of the important purposes of the crime scene investigation is to perform a fingerprint search that will help determine the perpetrator. In addition, it is important to investigate whether the fingerprint development technique or heat could disrupted by the fact that the evidence obtained from versatile criminal investigations is valuable not only for fingerprint research but also for biological studies. The goal of this research is; To investigate the quality of the traces on the finds obtained at the scene of the crime and to determine the effect of heat on the deterioration of the existing DNA and to establish standards that can be used as a routine examination method in the police and gendarme criminal laboratories. A sample of 720 fingerprints were prepared by providing an environment where conflicts in work or handmade fire-extinguisher incidents of the crime scene. From samples exposed to 50Co-300Co temperature gradients; Fingerprint development was performed by applying 'Super Glue' and 'SPR' method to metal and glass samples and 'Ninhydrin' method to paper samples. In our work, isolation and identification studies were carried out from 54 fingerprints. From the point of view of DNA profiling, it has been found that the results obtained from the epithelial cells from paper surfaces are more suitable for identification than glass and metal surfaces. Considering the temperature parameter, fingerprints suitable for all surfaces and ambient conditions up to 300 Co are obtained.
