Türkiye için hava trafik yönetimi stratejik/master plan önerisi

Abstract

Sivil Havacılık faaliyetleri hızlı, konforlu ve emniyetli ulaşım imkânı sağlaması nedeniyle son yıllarda önemli bir gelişim göstermiştir. Sivil havacılık faaliyetlerinin merkezinde yer alan Hava Seyrüsefer Hizmetleri (ANS) de elde edilen gelişmeden payını almıştır. Böylelikle hava trafiği geçtiğimiz yıllarda önemli bir büyüme elde etmiştir ve bu büyümenin önümüzdeki yıllarda da devam etmesi beklenmektedir.Beklenen artışın sürdürülebilir olması ve emniyet seviyesinin korunabilmesi için değişim ve gelişim kaçınılmazdır. Dünya genelinde birçok ülke geleceğin Haberleşme Seyrüsefer Gözetim /Hava Trafik Yönetimi (CNS/ATM) mimarisinin tesisi yolunda yol haritaları belirlemişlerdir. Türkiye, konumu ve gelişmekte olan havacılık yapısı ile dünya genelinde en fazla trafik artışı sağlayan ülkelerdendir. Fakat ülkemizin henüz geleceğe yönelik somut ve Şeffaf bir yol haritası bulunmamaktadır.Bu çalışmada, Türkiye'de CNS/ATM'in mevcut durumu ve geleceğe yönelik beklentileri açıklanmakta, dünya üzerinde uygulamaya konulmuş CNS/ATM veya ANS Master plan örnekleri incelenmekte ve Türkiye için bir Master Plan önerisi geliştirilmektedir.

Civil Aviation activities have shown an important development during the recent years as it provides rapid, comfortable and safe transportation. Air Navigation Services (ANS) that stay at the centre of the civil aviation activities, also, took its share from this development. Thus, air traffic has achieved significant growth during the recent years and this growth is expected to continue in the coming years.Evolution and development are essential to ensure that, the expected increase is sustainable and the safety level is maintained. Many states around the world have identified road maps for establishment of the future of Communication Navigation Surveillance / Air Traffic Management (CNS/ATM) architecture. Turkey, with its location and developing aviation structure, is one of the countries with the highest traffic increase in the world. However, Turkey does not have a tangible and transparent road map for the future.In this study, current situation of CNS/ATM in Turkey and expectations for the future have been explained, CNS/ATM or ANS master plan examples implemented in the world have been analysed and a Master Plan proposal for Turkey has been developed.
