Kent stratejileri ve bir uygulama: Yenice kenti

Abstract

ÖZET Ülkemizde ve dünyada yaşanan hızlı kentleşme, sürekli toplumsal ve teknolojik değişim ve gelişim, merkeziyetçi yapıdan uzaklaşma ve yerel yönetimlerin önem kazanması, demokratikleşme ve insan baklan konusundaki gelişmeler, küreselleşme, çevre bilinci, hizmetlerin halka yönelik olması, yaşam kalitesini arttırma çabaları, kent ve kentleşme konusunda yeni anlayış ve arayışlara yol açmıştır. Kenti ekonomik bir birim kabul edip, kentte stratejik yönetim yaklaşımını geliştirmek bunlardan biridir. Strateji, işletmenin amaç ve hedeflerinin belirlenmesi, işletmeyle çevresi arasındaki ilişkilerin analiz edilerek, bu amaçların gerçekleşmesi için gerekli etkinliklerin yeniden düzenlenmesi ve gereksinim duyulan kaynakların uzun dönemde etkin olacak biçimde dağıtılmasıdır. Stratejik yönetim, stratejilerin planlanması için gerekli araştırma, inceleme, değerlendirme ve seçim çabalarım; planlanan bu stratejilerin uygulanabilmesi için işletme içi her türlü önlemin alınarak yürürlüğe konulmasını; daha sonra yapılan çalışmaların kontrol edilerek değerlendirilmesi ile ilgili etkinlikler kapsar. Kentlerde stratejik yönetim sürecinin uygulanması; gelecekte belirli bir süre için hizmet önceliklerini belirlemek, bu gereksinmeleri karşılayacak olan kaynaklan tahmin etmek, bu kaynakların nasıl etkin kullanılabileceğini saptamak, gündelik hizmetlerin en az maliyetle ve en fazla etkinlikle yerine getirilmesine yönelik stratejilerin uzun dönemli stratejilerle tutarlılığını sağlamayı içerir.

ABSTRACT Rapid urbanization in our counüy and in the world has led the way to new understanding and seeking on city and urbanization due to continuous social and gahing inportance of municipal administration, developing on demokratization and human rights, globallization, the consciounscess of environment, serving directed towards public, increeasing the guality of life. Concerning the city as an economical unit, developing the strategic administration opproach is one of those. Strategy is defining the almo and goals of the organization, reorganizing the necessary activities to come to realize those aims by analyzing the relations betmeen the organization and its surroundings, and distributing the required sources effectively in the long run. Strategic administration includes efforts in research, investigation, evaluation and selection necessary for planning the strategies; putting in to effect those planed strategies to be able to apply all kinds of precautions writhin the organization, and then the activities related to the evaluation by controlling the studies. The application of strategic administration process in cities consists of deteimining the priorities in the future for a certain period of time, guessing the sowces that would meet those requirements, establishing how those sources should be used effectively, providing the casistency of the long run strategies with the strategies directed to carrying out the dairy seracies efficiently at the least cost but at the most activities.
