Rusyanın Putin dönemi Avrasya enerji politikası ve uluslararası iktisadi ilişkilere etkisi

Abstract

Sahip olduğu zengin enerji kaynakları ile birçok devletin ilgi alanı içerisinde yer alan Avrasya coğrafyası, Sovyetler Birliği?nin devamı niteliğindeki Rusya açısından çıkarlarının devamı için önem arz etmektedir. Putin ile birlikte çok yönlü bir dış politika izleyen Rusya yakın çevresine ilgisini arttırmıştır. Günümüzde artan enerji talebi ve devletlerin enerji tedariki noktasındaki bağımlılığı, Avrasya üzerindeki oyunun şiddetini arttırır nitelikte olmuştur. Bu kapsamda Rusya, Putin ile birlikte Sovyetler Birliği döneminde egemenliği altında olan Avrasya?da etkinliğini arttırmak amacıyla politikalar geliştirmiştir.Putin yönetimi ile Rusya, sahip olduğu enerji kaynaklarını dış politikada bir enstrüman olarak kullanmış, siyasi ve ekonomik gücüyle uluslararası sistemdeki önemli aktörler arasında yer almıştır. Bu noktada Rusya, eski Sovyet ülkeleri üzerinde enerji kozunu bir baskı aracı olarak kullanırken, Batı jeopolitiğinde ise çıkarlarını güçlendirmek ve enerji piyasasında tekel konumunda olmak adına mücadele içerisinde olmuştur. Enerjinin ekonomik büyüme açısından öneminin giderek arttığı dünyada, Bu çalışma ile Rusya?ya enerji bakımından bağımlı durumda olan ülkeler ortaya koyulmuş ve bu bağımlılığın yarattığı siyasi ve ekonomik sonuçlar ele alınmıştır. Çalışmanın amacı, ülkelerin enerji ihtiyacının giderek artmasıyla birlikte Rusya?nın sahip olduğu enerji kaynaklarının uluslararası arenada bir güç unsuru olarak kullanması ve bu gücün siyasi ve ekonomik olarak Rusya?ya getirileridir. Sonuç olarak Rusya?nın enerji kozu, ekonomik ve siyasi alanda giderek güçlenmesini sağlayacak ve uluslararası arenada başat güçler arasındaki konumunu güçlendirecektir. Eurasia, which most of the states are in interest with due to it's rich energy sources, is very important for Russia which is the part of the Soviet Union to the continuation of its interest. Following a multi-faceted foreign policy with Putin, Russia has increased interest in the immediate vicinity. The dependence between the states for energy demand and energy supply has increased the severity on the nature of Eurasia. In this context Russia with Putin, has developed different policies in order to increase its effectiveness on Eurasia which was under rule in the Soviet Union Era.With the management of Putin, Russia, has used its energy resources as an instrument of foreign policy and have been the key actors in the international system with its political and economic power. At this point Russia has used its ammunition of energy as a pressure on the countries of Soviet. On the other hand, it was struggling in the west geopolitics in order to strengthen its interests and to be the important one in the energy market. The growing importance of energy in this world and the countries dependent for Russia in terms of energy were revealed and the political and economic consequences due to this dependence were discussed. The purpose of this study was to show how Russia uses its energy sources as a power in the international arena as a result of the needs of the countries to energy, and to show the politic and economic gaining?s of Russia. As a result, Russia's energy trump card that will strengthen the economic and political field and gradually strengthen its position among the dominant powers in the international arena.
