Türk Hukukunda özel güvenlik görevlilerinin koruma tedbirlerine başvurma ve zor kullanma yetkisi

Abstract

Bu tez çalışmasında genel olarak toplumların ihtiyaç duyduğu güvenlik olgusu kapsamında Türk tarihimiz açısından kolluğun gelişimi sınıflandırılması ve 2004 yılında kabul edilen özel güvenlik yasası ile mevzuatımızda ceza muhakemeleri kanununda düzenlenmiş olan koruma tedbirlerinden, özel güvenlik görevlilerinin hangilerine başvurabileceği ve zor kullanma yetkisine değinilmiştir.Anahtar kelimeler; Güvenlik, Kolluk, Özel güvenlik görevlilerinin yetkileri.

This thesis emphasises the evalution and the categorizaation of the security perception and the historical background of the police forces. Since the resolution accepted by the Turkish Parliament which is giving new rights to the private security firms about using force in 2004, this thesis will discuss the structure of the private security forces and their legal capability of applying the measures of protection.Key words : private law enforcement, security guard (officer), security employees
