E-devlet kapsamında e-nabız uygulamasına dair farkındalığın incelenmesi

Abstract

Bu çalışmada e-Devlet kavramı genel hatları ile incelenmiştir. Bu bağlamda e-Devlet kapsamında güncel bir sağlık bilgi sistemi olan e-Nabız'ın farkındalık düzeyi ve kullanım durumu değerlendirilmiştir. İncelemeler doğrultusunda sistemin il bazında ne kadar bilindiği ve sistemi kullanan bireylerin sistemi ne amaçla kullandığı ele alınmıştır. Sistemin farkındalık düzeyinin artırılması için nelerin yapılabileceğine dair bir çalışma yapılmıştır. E-Nabız'ın farkındalık düzeyi ve kullanım durumunun belirlenmesinde nicel araştırma yöntemlerinden biri olan anket tekniği kullanılmıştır. Bu araştırmada örneklem olarak Erzurum Bölge Eğitim ve Araştırma Hastanesi'nde hastane sağlık personeli ve hastalar seçilmiştir. Çalışma bulgularında il bazında e-Nabız uygulamasının duyulma oranının çok düşük olmadığı ancak sisteme kayıt ve sistemi kullanma oranının düşük olduğu tespit edilmiştir. Sistemin farkındalığının ve kullanımının artırılması için çeşitli önerilerde bulunulmuştur. Bu çalışma ile konuyla ilgili yapılacak diğer akademik çalışmalara ve Sağlık Bakanlığı'nın e-Nabız tanıtımı ile ilgili yapacağı çalışmalara fayda sağlamak hedeflenmektedir.Anahtar Kelimeler: E-Devlet, E-Nabız, Yönetim Bilişim Sistemleri, Sistem Analizi.

In this study, the concept of a government is examined in general terms. In this context, awareness level and usage status of e-Pulse, which is a current health information system within the scope of e-Government, were evaluated. In line with the investigations, the extent to which the system is known on a provincial basis and the purpose of the individuals using the system are discussed. A study has been conducted on what can be done to increase the awareness level of the system. The questionnaire technique, one of the quantitative research methods, was used to determine the level of awareness and use of E-Pulse. In this study, hospital health personnel and patients in Erzurum Regional Training and Research Hospital were selected as the sample. In the study findings, it was determined that the e-Pulse application rate was not very low, but the rate of recording and using the system was low. Various recommendations have been made to raise awareness and use of the system. Various recommendations have been made to raise awareness and use of the system.
