Hz. Peygamber (S.a.s.)`in yönetiminde dış ilişkilerin temel ilkeleri

Abstract

Bu çalışmanın amacı Hz. Peygamber (s.a.s.)'in yönetiminde dış ilişkilerinin temel ilkelerini tespit etmektir. Bu amaçla Hz. Peygamber (s.a.s.)'in dış siyaset stratejisi esas alınarak ahde vefa, barış, adalet, üstün ahlak, dostluk ve insanîlik gibi evrensel temel ilkeler belirlenmeye çalışılmıştır. Çalışmanın muhtevası, Hz. Peygamber (s.a.s.)'in söylem, eylem ve takrirlerini baz alarak konuyu ortaya koymaktadır. Çalışmadan elde edilen verilere göre Hz. Peygamber (s.a.s.) ile dönemin devletlerinin dış siyaset stratejisi kıyaslandığında, Hz. Peygamber (s.a.s.)'in stratejisinin taktiksel ve değişken olmadığı; evrensel, adil ve kalıcı ilkelere dayandığı görülmüştür. Çalışmayla Hz. Peygamber (s.a.s.)'in diplomatik faaliyetlerinin çıkar amaçlı ve gündelik adımlar olmadığı, bilakis, uluslararası antlaşmalara ve erdemli ilkelere bağlılık, güzel komşuluk gibi kalıcı ve evrensel ilkeler çerçevesinde gerçekleştiği görülmüştür. Varılan diğer sonuçlara göre Hz. Peygamber (s.a.s.)'in esirlik, kölelik gibi dönemin kemikleşmiş sorunlarına da kalıcı çözümler ürettiği tespit edilmiştir. Ayrıca iç çatışmanın, şiddetin ve terörizmin cihad olmadığı, cihad ile savaşın farklı olduğu, uluslararası barışın ve güvenin temininin İslami açıdan bizatihi kazanım olduğu ortaya çıkmaktadır. Sonuç olarak bu çalışmayla Hz. Peygamber (s.a.s.)'in insanlarla ve devletlerle diyalog ilkelerinin kapsamı ortaya konularak Müslümanlara karşı bilinçli sürdürülen islamofobi gibi mesnetsiz eleştiriler ve tutarsız şüpheler ortadan kaldırılmaya çalışılmıştır.

The aim of this study is to determine the basic principles of foreign relations in the administration of Prophet Muhammad. For this purpose, the universal principles of peace, justice, superior morality, friendship and humanity have been tried to be determined based on the foreign policy strategy of the Prophet. The content of the study reveals the subject based on the discourse, actions and interpretations of the Prophet. According to the data obtained from the study, when the foreign policy strategy of the Prophet Muhammad and the states of the period were compared, the strategy of the Prophet was not tactical and variable; universal, fair and permanent principles. Through the study, it has been seen that the diplomatic activities of the Prophet Muhammad were not daily steps for the benefit and on the contrary, they were realized within the framework of permanent and universal principles such as adherence to international treaties and virtuous principles and beautiful neighborhood. According to other conclusions, it was found that Prophet Muhammad produced permanent solutions to the ossified problems of the period such as slavery and slavery. In addition, it appears that internal conflict, violence and terrorism are not jihad, that jihad and war are different, and that securing international peace and trust is an Islamic gain.As a result, the aim of this study was to reveal the scope of the Prophet's dialogue with people and states, and to try to eliminate unsubstantiated criticism and inconsistent suspicions such as Islamophobia against Muslims.
