2000 sonrası merkezi ve yerel yönetimin görev bölüşümünde değişen konsept ve yapısal sorunlar

Abstract

Uluslararası alanda ortaya çıkan yönetsel yaklaşım ve stratejiler(yeni kamu yönetimi, yerelleşme, yerel özerklik, subsidiarite, vatandaş katılımı vb.) bağlamında Türk kamu yönetiminde yerel yönetim lehine yapılması gereken düzenlemelerde tereddütler yaşanmaktadır. Yine, aşırı merkeziyetçi yapıdan kurtularak, kamu hizmetlerinin yürütülmesinin yerel yönetimlere devredilmesinde kararlılık eksikliği bulunmaktadır. Yerel yönetimlerin kendilerine ait yönetsel gelenekler oluşturamaması ya da varlığı ve geleceğine ilişkin belirsizlikler, yapısal sorunları çözmek yerine daha da karmaşıklaştırmaktadır. Bu durum Türkiye'de reform niteliği taşıyan değişikliklerin bir süre sonra `kolay vazgeçilebilir` hükümlere dönüşmesine neden olmaktadır. Görev bölüşümünde yapısal sorunların çözümü ancak zihniyet değişimi ve reform kararlılığı ile mümkündür. 2000 sonrasında merkezi yönetim ile yerel yönetim arasında görev bölüşümüne ilişkin yapısal sorunlar, zihniyet değişimi, alan yönetimi, görev çakışması, gelir temini açılarından incelenmiş ve siyasi iradenin ortaya koyduğu yasal metinler ayrıntılı biçimde değerlendirilmiştir. Tez çalışmasında yer alan araştırma ile temel varsayımlara ilişkin sorular merkezi yönetimin taşra temsilcileri vali ve kaymakamlarla yerel yönetimlerin başı olan belediye başkanlarına yöneltilmiştir. Bu araştırma ile yapılan yasal değişiklik ve düzenlemeler sonucunda yapısal sorunların varlığı yanında yerel yönetimlerle görev paylaşımında yaşanan geri dönüşler ve duraksamaların ortaya çıkarılması amaçlanmıştır. Araştırma anket yöntemiyle gerçekleştirilmiş, muhataplara sorular mail yoluyla gönderilmiş ve toplanmıştır. Araştırma neticesinde 2000 sonrasındaki yapısal düzenlemeler hakkında etki ve fonksiyonu olan vali, kaymakam ve belediye başkanlarının görüş ve düşünceleri ortaya konulmuştur. Sonuç olarak yönetsel değişim sürecinin geldiği nokta netleşmiş ve yapısal sorunlar da bilimsel temele kavuşmuş olmaktadır.

In the context of managerial approaches and strategies emerging in the international arena (new public management, decentralization, local autonomy, subsidiarity, citizen participation, etc.), there are doubts in regulations which needs to be done in favor of local government in Turkish public administration. Again, there is a lack of determination in delegating the implementation of public services to the local governments by getting rid of over-centralized structure. Not being able to create local government's own administrative tradition or uncertainty about their existence and future further complicates the structurel problems rather than solving them. Eventually, This causes the changes with the nature of reform, after a period, to convert `easy dispensable` provisions in Turkey. The solution of structural problems in the division of tasks is possible only with mindset transformation and reform commitment. Structural problems related to the division of tasks between local authorities and central government after 2000 are examined in terms of mindset change, area/land management, task coincidence, providing income and the legal texts which are put forward by political power are evaluated in detail. In the research presented in the thesis, the questions related to the main assumptions are directed to the governers and district governers who are provincial representatives of the central government and the mayors who are head of the local governments. In this research, it is aimed to reveal the returns and hesitations experienced in the distribution of tasks with the local governments as well as presence of structural problems as a result of legislative changes and regulations. This research has been carried out by survey method, the questions sent to the addressed persons by e-mail and collected the same way. With this research, the opinions and thoughts of governers, district governers and mayors who have effect and function on the structural reforms are put forward. And finally, the point where the administrative process of change reached has been clarified and structural problems of task division have gained scientific basis, as well.
