Abstract
ABSTRACT The Second World War effected all world countries in areas of military and economy. Although Turkey had not joined in to the war, there was obligation for Turkey to nourish a big army. All cost of this army was being efforted by Turkish populace. And that caused Turkish economy to be in bad situation. The populace of Izmir was effected by this situation as well. It was very difficult to find; bread, meat, milk and milk products, sugar, tea and coffee that are main materials. The poor populace was not able to buy these materials. The rich populace was buying these materials from black- market. Turkish goverments were trying to find solution ways in order to solve this problem. For example `Milli Koruma Kanunu` was published. A lots of main materials, especially bread had started to be sold by coupons around all country. Bread was being produced in one size and shape. `Varlık Vergisi Kanunu` and `Toprak Mahsulleri Vergisi Kanunu` were published. `Milli Koruma Mahkemeleri` were published in order to block black-markeentering. Izmir press was mentioning about that subject and warned each govermets. Also Izmir press wanted the Turkish goverment to increase the punishments of black- markeetering. As a result Second World War pushed Izmir in to poor situation and starvation. The Turkish economy regressed during these years.
