Yerel yönetimlerin denetimi

Abstract

ÖZET 21. yüzyılın eşiğinde globalleşen dünyada, aynı zamanda hızlı bir yerelleşme yaşanmakta, halkın siyasete katılımını artırıcı yöntemler tartışılmaktadır. Ülkemizde ise yerel yönetimlere daha kuruluş aşamasından itibaren güvensizlik duyulmuş ve bu yönetimler, merkezi yönetimin birer taşra teşkilatı biçiminde algılanmışlardır. Bugün merkezi yönetimin yerel yönetimler üzerinde var olan ağır denetiminin gerek hukuki ve gerekse ekonomik sorunlara yol açtığı, öte yandan siyasal kültürün gelişiminde, yerel yönetimlerin yeterince başarılı olamadığı bir gerçektir. Bu bağlamda yerel yönetimler üzerindeki güvensizliğe dayalı temel düşüncenin değiştirilerek, öncelikle yerel yönetim - merkezi yönetim ilişkilerinde yerel yönetimleri güçlendirici çalışmaların yapılması ve yerel yönetilerin denetiminde siyasi etkilere açık merkezi yönetimin etkinliğinin azaltılarak bu alanın bağımsız ve siyasetten uzak Sayıştay gibi kurumlara bırakılması uygun olacaktır. Ancak yerel yönetimlerin özerkliğinin artırılarak güçlendirildiği yeni dönemde Sayıştay'ın üstlendiği sorumlulukları yerine getirebilmesi için gerek kurumsal yapışım ve gerekse denetim tekniklerini geliştirmesi gerekir. Bununla birlikte, son olarak belirtilmesi gereken mali yönden de özerkliği sağlanmış yerel yönetimlerin, demokratik kültürün gelişimiyle, bilgilendirilmiş ve duyarlı kamuoyu tarafından denetlemesinin asıl olduğudur.

ABSTRACT A rapid localisation synchronous with the globalization is experienced throughout the world at the brink of the 21st century and methods to enhance the political participation of the citizens are being discussed. In our country, though, a lack of confidence has been felt against the municipalities, beginning from their foundation stage, and these administrations have been perceived as provincial organisations of the central administration. Today, it is a fact that the intensive supervision imposed on the municipalities has caused both economic and legal problems, but on the other hand the municipalities have not been successful in promoting progress in the political culture. In this context, the main idea about the municipalities, which is based on a lack of confidence should be altered. The municipalities! position against the central administration should be strengthened as a first step, followed by taking the power to audit the municipalities from the central administration which is open to political influences and turning it over to independent organisations, such as The Turkish Court of Accounts. However, The Turkish Court of Accounts should consider improving its organisational structure and auditing techniques to meet the new requirements of the evolving audit field of the strengthened municipalities. Nevertheless, as a last word, it has to be stated that the public, made well-informed and sensitive with the development of the democratic culture, should play a key role in auditing the now financially independent municipalities. n
