Uluslararası politikada etnik ayrılıkçı hareketler ve dış destek sorunu: Irak Kürt hareketi örneği

Abstract

Etnik ayrılıkçı hareketler açısından dış destek elde etme mutlak bir gerekliliktir. Bu açıdan dış destek etnik ayrılıkçılar için önemli bir faktördür. Bu gerçek nedeniyle içerisinde yaşadığı devletten ayrılmayı gerçekleştirmek isteyen etnik gruplar dış desteksiz hedeflerine ulaşamazlar. Bu bağlamda Irak Kürtleri de içerisinde yaşadıkları devletten ayrılabilmek için dış destek elde etmeyi etkin bir araç olarak görmüşlerdir. Irak çevresindeki bölgesel ülkeler ve Orta Doğu'da etkinlik kurma arayışında olan bölge dışı ülkeler siyasal çıkarlarını gerçekleştirmek amacıyla Irak Kürtlerine bazı destekler sunmuşlardır. Ancak bu ilişki Iraklı Kürtlerin dış destek aldığı ülkeler tarafından bir dış politika aracı olarak kullanılmaları sonucuna neden olmuştur. Sonuçta Iraklı Kürtler bu ülkelerden birtakım kazanımlar sağlamalarına rağmen büyük zararlar da görmüşlerdir. ?Uluslararası Politikada Etnik Ayrılıkçı Hareketler ve Dış Destek Sorunu: Irak Kürt Hareketi Örneği? adlı tez çalışması, etnik ayrılıkçı hareketler ve bu hareketlere yönelik dış destek ilişkisini analiz ederek kuramsal bilgiler doğrultusunda Irak Kürt hareketinin geçirdiği evreleri ve yabancı aktörlerle kurduğu dış destek ilişkilerini incelemeyi amaçlamaktadır. Bu kapsamda üç bölümden oluşmaktadır. İlk bölüm etnik ayrılıkçılık ve dış destek konularında olacak, sonraki iki bölümse ilk bölümdeki kuramsal çerçeve tabanı üzerinden örnek uygulama olan Irak Kürt hareketini inceleyecektir. Bu çalışmada aynı zamanda Irak Kürt hareketi bağlamında milliyetçilik ve self-determinasyon kavramları da tartışılacaktır.Anahtar Kelimeler: Etnik ayrılıkçı hareketler, dış destek, self-determinasyon, milliyetçilik, yabancı müdahalesi, Irak Kürt hareketi, Kuzey Irak.

In terms of the ethnic secessionist movements, it is a must to obtain external support. In this regard, external support is an important factor for ethnic secessionist. It is due to the fact that the ethnic groups who diverge from the state in which they live in, can?t reach their goal without support. In this context, the Iraqi Kurds saw external support as an effective tool to diverge from their state. Regional countries surrounding Iraq and the Middle East in search of building efficiency in the countries outside the region to provide some support for the Iraqi Kurds. But this relationship caused a political influence and benefits from the view of the countries which Iraqi Kurds took support. As a result, Iraqi Kurds who took benefit from these countries suffered on the other hand.This thesis study which is named ?Ethnic Secessionist Movements and External Support in International Politics: The Case of The Iraqi Kurdish Movement? attempts the analysis of the support relationships and the theories associated with it, as also the phases of the Iraqi Kurdish movement and external support relations with the other actors. In this context this work is made up of three sections. The first section will be about ethnic secession and external support, the next two sections will take the first section as a base, provide an information by the help of the theoretical frame and analyse the Iraqi Kurdish movement.
