Kırsal kalkınma polıtıkaları ve Türkiye açısından analiz

Abstract

Bu çalışmada, Kırsal kalkınma politikalarının neler olduğu ve Türkiye uygulamaları yaşanan sorunlar ve bu sorunlara farklı bir bakış amaçlanmıştır. Cumhuriyetin kuruluşundan itibaren Türkiye uygulamaları değerlendirilerek, gerçekleştirilen yasal düzenlemeler, idari planlamalar, projeler ve kalkınma modelleri bütün uğraşlara rağmen istenilen kırsal dönüşümü sağlamaya yetmemiştir. Bu dönemde Türkiye'nin kırsal kalkınmaya yönelik etkin, sürekli, sürdürülebilir ve sonucu gözlenebilir uygulamaları ele alınmış ve değerlendirilmiştir.Avrupa Birliği Katılım sürecinde uygulanan politikalar hakkında bilgiler verilmiş ve Türkiye'de uygulanacak olan Planlar hakkında görüşlerde yer almıştır. Bu süreçte planların işleyişi, uygulaması ve kurumsal oluşumuna ilişkin çalışmalara ve önerilere de yer verilmiştir.

What are rural development policies, implementation and problems with those policies in the case of Turkey, and to provide different perspective to those problems are undertaken in this study. By evaluating implementation of those policies in Turkey since the establishment of the Republic, the study found that all the efforts -the regulations, administrative planning, and development models- did not contribute much to reach intended rural transformation. In this era, the study uses and evaluate the rural development policy implementations that are efficient, consistent and sustainable, and whose results are observable. The study provides information and views on the policies that are and will be implemented in the process of joining to European Union in Turkey. The study also provides literature and views about how the plans work, implementation and institutionalizing of the plans in this process.
