28 Şubat: Bir müdahalenin ekonomi politiği

Abstract

Bu tezin temel amacı 28 Şubat Askeri Darbesi'ni, darbeye neden olan iktisadî saik ve mücadele ekseninde, tarihsel arka planına da değinerek incelemektir.Tez dört bölüme ayrılmıştır. Birinci Bölüm'de Türkiye'de sosyal sınıflar, bürokratik yönetim geleneği ve sivil toplum unsurları incelenmiştir. İkinci Bölüm'de ordunun sistem içindeki yeri, gelişimi, askeri müdahalelerin ekonomi politiği ve Türkiye'nin asker sorunu incelenmiştir. Üçüncü Bölüm'de 28 Şubat Darbesi'nin şartlarının olgunlaş(tırıl)ması, muhtıra ve siyasî yeniden biçimleniş incelenmiştir. Nihayet Dördüncü Bölüm'de 28 Şubat'a neden olan iktisadî politikalar ve Anadolu sermayesinin güçlenme süreci ve darbeyle oluşturulan siyasî ve iktisadî ortam incelenmiştir. Bu bölümde ayrıca darbe ortamının neden olduğu, yolsuzluk ve iktisadî krizler incelenmiştir.28 Şubat Darbesi, görünürde sunulduğu gibi dönemin iktidarının Türkiye'yi geri bırakma ve şeriatı getirme isteği ve uygulamalarına bir tepki olarak değil, Anadolu sermayesinin büyük sermaye aleyhine gelişmesi ve iktidarın çevre güçleri lehine uygulamalara yönelik bir tepki olarak yapılmıştır.Anahtar Kelimeler: 28 Şubat, darbe, ekonomi politik, merkez-çevre

Main objective of this thesis is to analyze the economic motive and the economic struggle of the February 28th Coup, reffering its historical background.The study is divided into four chapters. The first chapter analyzes social classes, tradition of bureaucratic sovereignty, and the elements of civil society in Turkey. The second chapter analyzes position and development of army in the system, political economy of coups, and military problem in Turkey. The third chapter analyzes the February 28th Coup?s maturity level by actor of coup. This chapter also analyzes political climate which was reformed by actor of coup. Finally, the fourth chapter analyzes the economic policies and strong process of Anatolian capital which has caused to February 28th Coup, and the political and economic climate which has created by actor of coup. This chapter also analyzes the corruption and economic crisises which were caused by coup climate.February 28th. Coup isn?t done because ruling party wanted to downgrade the Turkey and realize the religious law, but it is done because Anatolian capital has developed againts dominate capital group and because of ruling party policy for peripher actor.Key Words: 28 February, coup, political economy, centre-peripher.
