Abstract
ÖZET POLİS MEMURU ADAYLARININ İNSAN DO?ASINA İLİŞKİN TUTUMLARI Bu çalışmada Polis memuru adayların insan doğasına ilişkin tutumları bilimsel kurallara uygun bir biçimde incelenmiştir. Çalışmada önce insan doğasının tanımı ve kuramsal yapısı incelenmiştir. Bu inceleme insan doğasına kuramsal bakışları Stoic Görüş, Epicurean Görüş, Hedonistik Görüş, Machıavellist Görüş ve Varoluşçu görüşü içermektedir. Diğer yandan psikolojinin bir alanı olarak insan doğası Davranışçı kuram ve içgüdü kuramları ile açıklanmaya çalışılmıştır. Çalışma konusu Polis Memurları adaylarına kapsadığı için polis memurluğunun özellikleri açıklanmıştır. İkinci bölümde Polis Memurluğu mesleğinin toplum yapısında ve Emniyet teşkilatının kendi içindeki yeri kuramsal yapısı açısından önemi ele alınmıştır. Burada Türk Emniyet Teşkilatı, tarihçesi, kuruluş yapısı, yasalar yönünden polisin görev ve sorumlulukları, polisin toplum içindeki yeri ve önemi incelenmiştir. Üçüncü bölümde ise Polis Memuru adaylarının insan doğasına ilişkin tutumlarını değerlendirmek için Rüştü Unsal Polis Okulu'nda yapılan bir uygulama ve bunun değerlendirilmesi işlenmiştir. Yapılan çalışma sonunda da görüleceği üzere Türk Polis Teşkilatı içindeki Polis Memurlarının daha fazla eğitime ihtiyaçları olmasına rağmen hemen hepsinin mesleğini seven, insanlara pozitif bakış açısıyla yaklaşmayı düşünen, vazife şuuruna sahip, dürüst ve çalışkan insanlar oldukları tespit edilmiştir. ABSTRACT THE ATTITUDES OF POLICE OFFICER CANDIDATES WITH REGARD TO HUMAN NATURE This study examines the attitudes of police officer candidates related to human nature within a scientific framework. First of all, this study defines the human nature and its theoritical structure. The theoritical approach includes the Stoiv view, Epicurean view, Hedonistik view, Machieavellistic view and Existentialistic view. The concept of human Nature is explained with the help of behavioural and instinctive theories. As the topic of this study is related to the police officer candidates, the characteristics of police officers are also described. In the second section, the role of police officer within the community as well as within Securty Organization is taken up. The history and organizational structure of the Turkish Security Organization are described, and the tasks and responsibilities o the police officer and his place and importance within the community are also stated. In the third section, a survey about the human nature related attitudes of police officer candidates carried out in the Rüştü Unsal Police School is described and evaluated. It can be concluded from the result of this study that although the police officers employed within the Turkish Police Organization need futher training, almost all of them like thier work, have a positive approach to people and are responsible honset and industrious officers. vi
