Abstract
ABSTRACT Groups, comminities and nations of the world which were lived during the history, had been developed clouse connec tion with each other, defending on their cultural and civili zation state. In old centuries these connections had been generally occured hostility, and modus vivendi could not been made between states and nations. B.C. 2000 the status of Anatolia was materialized similar to this evaluation. Hittitee had always struggled with the surreounding kingdoms, trites and city goverments. However, depending on the out come of the wars, sometimes amity and nonaggression agreements were also made. They made such agree ments with their eastern neighbor Hayasa, south-east neigh bor Hurri-Mitanni and their eternal enemy of Epytians. Realized agreements were involved political, social and cultural values. In most cases, scientist could be able to reach synthesis and obuiaus results going through those ag reement texts.
