Abstract
`Mülteciler Meselesi 1849-1851` adlı bu çalışmada, Macar özgürlük Savaşı'ndan sonra, Macar ve Polonyalı ihtilalcilerin Osmanlı Devleti'ne ilticaları her yönüyle ele alınıp incelenmiştir. Osmanlı Hükümeti, mültecileri sırf mağdur ve perişan oldukları için kabul edip onların hayatlarını güvence altına almış ve bu insanları büyük bir itina ve sadakatle muhafaza etmişti. Ayrıca devlet, mültecilere o dönemde hiçbir Avrupa ülkesinin göstermediği ve gösteremeyeceği çarpıcı tolerans örneklerini de göstermişti. Babıâli, bir taraftan mültecilere üstün misafirperverlik gösterirken, diğer taraftan da bu insanların iadelerini isteyen Rusya ve Avusturya'nın baskılarına göğüs germesini başarmıştı. Zikredilen devletlerin İstanbul'daki elçileri Babıâli'ye ortak bir nota verip devletleri adına siyasi ilişkileri kesmeleri bile Babıâli'nin bu konudaki tavrını değiştirememişti. Osmanlı Devleti'nin Rusya ve Avusturya'nın baskılarına kararlı bir şekilde karşı koyması sonuç vermiş ve adı geçen devletler geri adım atmak zorunda kalmışlardı. Gösterilen yoğun diplomatik çabalar sonucu, başta Kossuth olmak üzere, mültecilerin bir kısmı Kütahya'ya yerleştirilirken, Müslüman olanlar da Halep'e gönderilmiştir. Polonyalı mülteciler ise, Osmanlı Devleti'nin tahsis ettiği bir gemi ile Malta Adası'na gönderilmiştir. Devletin ortaya koyduğu bu tutum, dünya kamuoyunda geniş yankı uyandırmıştı. Osmanlı Devleti'ne iltica eden İhtilalcilerin önde gelenlerinden bir çoğu din değiştirip Müslüman olmuşlardı. Din değiştiren bu insanlara, Osmanlı elit sınıfının en üst kapıları açılmıştır. Mesleklerinde profesyonel oldukları ve en iyi okullarda eğitim aldıkları göz önüne alındığında bu kişilerin, devletin değişik sahalarda yaptığı bazı reformlarda öncü rolü oynadıklarını rahatlıkla söyleyebiliriz, özellikle, Osmanlı Devleti 'nde yeniden yapılanmanın başlangıcı olarak kabul edilen Tanzimat Fermanı 'nın ilanından sonraki reform sürecine olumlu katkıda bulunmuşlardır. At this studying titled `The Problem of Refugees: 1849-1851` the movement of Hungarian and Polish revolutionaries who took refuge to Ottoman Empire was analysed, after the Hungarian freedom war. The Ottoman not only received them with utmost care and affection, because they were in very poor condition but treated with tolerance which had never been shown by any European nation with them. The Suplime Porte indicated the refugees with warm hospitality and, on the other, resisted the oppressions of Russian and Austrian authorities on the surrender of the fugitives. The ambassadors of the above cited stades to Istanbul submitted to the Porte a joint note to cease the relations with Ottomans but the Porte and not change ever decision and the oppressing states had to recede. Folliwing insistent diplomatic attempts, some of the Hungarian refugees, among whom was a renowned person named Kossuth, were sattled in Kütahya area and some, who agreed to convert into İslam, were sent to Aleppo. The Polish refugees were sent to to the Island of Malta with a boat furnished by Ottomans. This attitude of the Ottoman Stade aroused very favourable impressions all over the world. Some of the prominent refugees who were regardet as heroes by their people converted to Islam and fond opportunities to have ports of higher grade among the Ottoman elite. Most of them who seemed to receive good education and become qualified in their profession, played very important roles as pioneers in performing some social, cultural and political reforms. They made very positive contributions to the reformation process initiated with the Declaration Reformation which is considered to be a starting point of the resonstruction of stade organization.
