Abstract
Tek bir partinin liderliğinde ve merkezi bürokratik kontrolla yönetilen Sovyet-tipi ekonomiler bütün reform çabalarına rağmen başarısızlığa uğradılar. 1989-1991 yılları arasında Doğu ve Orta Avrupa ile Bağımsız Devletler Topluluğu ülkelerinde komünist partisinin liderlik rolünün kaldırılması, Sovyet-tipi ekonomileri serbest piyasa ekononomilerine tedrici bir şekilde dönüştüren baş döndürücü gelişmeleri başlattı. Sovyet-tipi ekonomiden serbest piyasaya geçiş temel ekonomik değişikliklere ve 'Geçiş Ekonomisi ' adlı yepyeni bir ekonomik disiplinin ortaya çıkmasına sebep olan bir, dönüşüm işlemidir. Geçişin başlamasından sonra, mevcut organizasyon bozulmakta devlet kaynakların dağıtımından çekilerek yerini piyasa güçlerine bırakmakta ve kamu firmaları yeniden yapılanmaktadır. Geçişi şekillendiren reformlar; fiyatların serbest bırakılmasını ve iç ve dış ticarette engellerin kaldırılmasını kapsayan ekonomik liberalizasyon, özelleştirme ve özel mülkiyet haklarının yaratılması ile yeni özel firmaların doğuşunun desteklenmesi, sürdürülebilir bir büyüme, enflasyon kontrolü ve kamu harcamalarının azaltılması yanında, vergi reformu, vergi tabanının genişletilmesi ve vergi toplama sisteminin yeniden düzenlenmesi gibi mali reformları içine alan makro- ekonomik istikrar tedbirleridir. Bu tez 26 geçiş ekonomisinin verilerini kullanarak, geçişin başlamasından sonra üretim düşüşleri ve enflasyon arasındaki etkileşimi ve geçiş ekonomilerinde yeniden büyüme ve enflasyon belirleyicilerini değerlendirerek geçiş ekonomilerinin makro- ekonomik performanslarını analiz etmektedir. Tez birbirinden çok farklı sonuçlara, dışsal faktörlerin ve bu ülkeler tarafından uygulanan makroekonomik ve yapısal politikaların rolünü vurgulayarak dikkat çekmektedir. İstikrarın daha erken tesis edildiği ve yapısal reformların en çok ilerlediği ülkelerde büyüme performansının açıkça daha iyi olduğu görülmektedir. Geçiş ekonomilerindeki makroekonomik performans farklılıkları, başlangıç şartlarına, miras alınan yapısal ve makroekonomik bozukluklara ve ulaşılan ekonomik liberalizasyon seviyesine bağlanabilir. Bu çalışma ; geçiş işleminin başlangıcında ya çok güçlü veya çok sınırlı reform yapan ülkelerde üretim düşüşlerinin en az olduğunu ve ara reformcularda üretim düşüşlerinin en çok olduğunu göstermektedir. Mamafih, geçişin son yıllarında en iyi sonuç alanların başlangıçta reform en çok bağlı kalan ve reformları hızlı ve tutarlı bir şekilde gerçekleştiren ülkeler olduğudur. Çalışma ayrıca sürdürülebilir büyüme ve ekonomik dönüşüm için yüksek kalitede kurumların ve güçlü bir fınans sisteminin geliştirilmesinin gerekli olduğunu göstermektedir. Tez, son yirmi yıldır kronik yüksek enflasyon ve kamu açığı sorunlarıyla karşı karşıya bulunan Türkiye ve diğer gelişmekte olan ülkeler için geçiş deneyiminden kazanılmış derslere dikkat çekmektedir. Soviet-type economies administrated by central bureaucratic control and under the leadership of a single party collapsed after all the reform efforts.The abolishment of the leading role of the communist party in Central and Eastern Europe and Commonwealth of Independent Countries from 1989 to 1991 began an unprecentended economic transformation that is gradually converting former Soviet-type economies into market economies. The transition from Soviet-type economy to market economy is a transformation process caused fundamental economic changes and the introduction of a brand new economic discipline called ^Economics of Transition'. After the start of transition process, the current organization deteriorates(disorganization) and the state withdraws from the allocation of resources to be replaced by the market forces and the state firms starts restructuring.The reforms which shape the transition are : Economic liberalization which covers the freeing of prices, and the abolishment of impediments to the domestic and external trade; privatization and the facilitation of the grow-up of new private firms by the creation of private property rights;macroeconomic stabilization measures which include the sustainable growth, inflation contraband the fiscal reforms such as the decreasing of public expenditures,tax reform and the broadening of tax base,the reforming of the tax collecting system. This dissertation using the data for 26 countries, analyzes the macroeconomic performance of the transition economies by evaluating the interaction between output decline and inflation rise after the start of transition and the determinants of recovery of growth and inflation in transition economies. The dissertation accounts for the widely different outcomes,highlighting the role of exogenous factors and the macroeconomic and structural policies adopted by these countries. Growth performance is clearly better where stabilization has been achieved earliest and where structural reforms have progressed most. The differences of macroeconomic performance in the transition economies can be bound to the initial conditions, the structural and macroeconomic distortions inherited and the achieved level of economic liberalizatiort.The analysis stresses that the output decline was least in those countries that implemented either very limited or very strong reforms at the beginning of transition process,while intermediate reformers experienced a steeper output decline.However, in the later years of transition the best performers are countries whichm were the most committed to reform at the start and that have carried out reforms rapidly and consistently.The analysis further shows that the development of a sound financial system and high quality institutions are necessary for sustainable growth and economic transformation. The dissertation also points out the lessons gained from the transition experience for Turkey which has suffered from the chronic and persistently high inflation and public deficit problems in the last two decades, and also for other developing countries.
