Abstract
Türkiye'de 1970'li yıllarda uygulanan ithal ikameci sanayileşme stratejisi 1980'leregeldiğinde artık sürdürülemez olmuştur. Bu nedenle 24 Ocak 1980 tarihinde alınan kararlarlayeni bir sanayileşme stratejisi benimsenmiştir. İhracata dayalı sanayileşme stratejisi denilenyeni programa göre esas olarak liberal ekonomi ilkeleri ekonomiye hakim kılınmayaçalışılmış ve ekonomik yapı köklü olarak değiştirilmiştir. Bu kapsamda dış ticaret rejimi deliberalleştirilmiştir. İhracat teşvik edilerek ekonomik kalkınma ihracata dayandırılmıştır. 1989yılındaki düzenlemelerle ekonominin uluslararası entegrasyonu tamamlanmıştır.Reform süreciyle birlikte, 1980'li yılların başında önemli ihracat artışları sağlanmışdöviz darboğazı aşılmıştır. Ancak 1980'li yılların sonuna doğru ihracat artışı duraklamış dışaçık artmaya başlamıştır. 1989 düzenlemeleri de soruna çare olamamış, tersine makroekonomik dengesizlikler derinleşmiştir. Bu nedenle takip eden yıllarda 1994 ve 2001 krizleriyaşanmıştır. 2001 krizinden sonra uygulamaya konulan Güçlü Ekonomiye Geçiş Programı ilekriz aşılmış istikrar sağlanmıştır. Bununla beraber, bu dönemde ihracat artışlarına rağmenithalat daha hızlı artmış ve 2005 yılında tüm zamanların en yüksek cari açık rakamınaulaşılmıştır. Import substitution strategy, Turkey employed in the 1970?s became unsustainable inthe 1980?s. Thus, a new industrialization strategy was adopted with the decisions made 24thJanuary 1980. In accordance with the new program which is called export promotion strategy,it was strived to make the liberal principles of economics dominant and economic structurewas changed dramatically. In this sense, foreign trade regime was liberalized as well.Economic development was based upon exports by promoting export of goods. Internationalintegration of economy was completed with the regulations taken place in 1989.In the first years of 1980?s, with the reform process substantial increase in export wasrealized and difficulties in providing foreign exchange were overcame. But increase in exportpaused and foreign trade deficit started to grow in the late 1980?s. 1989 regulation couldn?tremedy the problem, on the cotrary macroeconomic imbalances intensified. Therefore, in thefollowing years 1994 and 2001 crisis took place. Crisis is overcame and macroeconomcstability was ensured with ?The Program of Transition to Robust Economy? put into practiceafter 2001 crisis. However, despite increase in export, import rose even further and an all timerecord current account deficit was seen in 2005.
