Abstract

Ahkâm Defterleri, halkın veya yöneticilerin herhangi bir sorunla ilgili yerinde halledilemeyen şikâyetlerinin devletin merkezine gönderildiği ve yapılan bu şikâyetlere çözümler üretilip, çıkan kararın kayıt edildiği defterlerdir. Osmanlı Devletinde Divan-ı Hümayunda tutulan Ahkâm Defterleri'nden, çalışması yapılan bölgenin ekonomik, sosyal ve siyasi yapısıyla ilgili çok önemli bilgilere ulaşılabilir.1 Numaralı Erzurum Ahkâm Defterinin 1-65. sayfalarının transkripsiyonu ve değerlendirmesinin yapıldığı bu çalışma ile Erzurum Eyaleti'nin XVIII. yüzyıldaki ekonomik ve sosyal yapısıyla ilgili verilerin günışığına çıkarılması amaçlanmıştır.

Judgement Books are the books in which the complaints of public and managers related to any problem that cannot be solved at the place where they occur are sent to the center of the state and reasonable solutions to those complaints are performed and the decisions made on those complaints are recorded. In the Ottoman State, quite prominent information related to the economical, social, and political structure of the region worked on can be obtained from the Judgement Books that were taken in the Supreme Court.The aim of this study in which the transcription and assessment of the pages from 1 to 65 of Erzurum Judgement Book No. 1 is to bring the economical and social structure of Erzurum Province in the 18th century to light.
