Abstract
Elektrik tüketiminin birçok ülkede ekonomik faaliyetlerle doğrudan ilişkili olduğu bilinir. Elektrik talebindeki artışın nedenleri genellikle daha yüksek yaşam standartları ve sanayileşmedir. Gelişmekte olan diğer ülkelerdeki gibi Türkiye'de de enerji ve elektrik enerjisi talebi, sosyal ve ekonomik gelişmeler ile ülke nüfusundaki artıştan dolayı çok hızlı bir şekilde artmaktadır. Artan elektrik talebini karşılamak ve elektriğin arz yetersizliğini gidermek için Türkiye'de yatırımların büyük ölçekte elektrik üretim sektörüne yapılması önem arz etmektedir.Bu çalışma 1980-2010 dönemi için Zaman Serisi tekniğini ve buna bağlı olarak Koentegrasyon, VECM (Vektor Hata Düzeltme Modeli) ve Granger Nedensellik tekniklerini kullanarak Türkiye'de elektrik üretimi ve ekonomik büyüme arasında sistematik bir ilişki olup olmadığını araştırmayı amaçlar. Bu nedenle ilk aşamada elektrik üretimi ve GDP arasındaki Koentegrasyon derecesi incelenerek değişkenlerin birinci dereceden eşbütünleşik olduğu belirlenmiştir. İkinci aşamada elektrik üretimi ve GDP arasındaki uzun dönemli ilişki araştırılmıştır. Üçüncü aşamada uzun dönemli ilişki tahmin edilmiş ve Vektör Hata Düzeltme Modeli kullanılarak nedensellik sınaması yapılmıştır.Elde edilen bulgularda toplam elektrik üretimi ile GDP arasında uzun dönemde tek yönlü bir nedensellik ilişkisi bulunmuştur. Diğer bir ifadeyle herhangi bir geri bildirim etkisi olmaksızın ekonomik büyümeden toplam elektrik üretimine doğru işleyen tek yönlü bir nedensellik olduğu tespit edilmiştir. Dolayısıyla Türkiye'de ekonomik büyümenin daha fazla elektrik üretimini teşvik edeceği ileri sürülebilir. Politika çıkarımı olarak, ekonomik büyümenin kendi iç dinamikleriyle ihtiyaç duyduğu elektrik enerjisini uyardığı, ancak yine de dışa bağımlılığı ve enerji şoklarını azaltmayı amaçlayan enerji politikaların izlenmesinin önem arz ettiği söylenebilir.Anahtar Kelimeler: Ekonomik Büyüme, Toplam Elektrik üretimi, VECM (Vektör Hata Düzeltme Modeli).??? It is known that the consumption of electricity has been directly related with the economic activities in many countries. The reasons for increase of electricity demand are generally the higher living standards and industrialization. Like in other developing countries, the demand for energy and electrical energy in Turkey as well has been growing so rapidly due to the social and economic developments and with the increase of the population of the country. In order to meet the increasing electricity demand and deal with the supply shortage of electricity, it is important that the investments be made on the electricity generation sector on a large scale in Turkey.This study attempts to ascertain whether there is a systematic relationship between electricity generation and economic growth in Turkey, using Time-Series technique for the period of 1980?2010, and hence, using Co-integration, Vector Error-Correction Modelling and Granger Causality Techniques. For this reason, in the first stage, by examining the degree of Co-integration between energy generation and Gross Domestic Product (GDP), it was determined that the variables were co-integrated each other in the first rank. In the second stage, long-run relationship between electricity generation and GDP were investigated. In the third stage, the long-run relationship was estimated and the test for causality was performed by using the Vector Error Correction Model.With the results obtained, a long-run unidirectional causality relationship between GDP and total electricity generation was found. In other words, it was determined that there was a unidirectional causality running from economic growth to total electricity generation without any feedback effect. Therefore, it can be argued that economic growth stimulates further electricity generation in Turkey. In terms of policy, with its own internal dynamics of economic growth, it needs to stimulate the production of electrical energy, but still, it can be said that energy policies aiming at reducing external dependence and energy shocks should be followed.Keywords: Economic Growth, Total Electricity Generation, VECM (Vector Error-Correction Models).
