Abstract
Seferler sadece askerî ve siyasî bir harekat değil aynı zamanda iaşe, ikmal, malî geniş bir planlama ve organizasyon gerektiren topyekün bir faaliyettir. Bu tezde 1716 yılında Avusturya üzerine yapılan Varadin Seferinin lojistik faaliyetleri tüm hatlarıyla incelenmektedir.Varadin Seferi aslında ani olarak gelişmiş, bunun sonucunda da iaşe ve mühimmat ikmal işi gerektiği gibi zamanında gerçekleştirilememiştir. Ordu, Korfu ve Bosna üzerine planlanan nisbeten küçük bir sefer için yürüyüşe başlamış iken bir anda Avusturya üzerine gidilmesi kararlaştırılmıştır. Bu son anda yapılan değişiklik doğal olarak yapılan tüm planlamaların değiştirilmesinini gerektirmiştir. Her ne kadar Osmanlının çağdaşı olan tüm Avrupa ülkelerine göre sefer organizayon tecrübesi çok daha ileride olmasına rağmen sayıları yüzbinleri aşan bir asker ve bunlara iaşe temini kolay değildir.Ordunun zahire ihtiyacı Tuna'nın hinterlandı sayılan bölgelerden başlamak üzere Ege, Marmara ve Karadeniz kıyılarına yakın sancak ve kazalardan da temin edilmiştir. Menzillere zahire, genelde yakın yerlerden aynî olarak temin edilirken savaş alanına ise mübayaa yoluyla alım yapılmıştır. Sevkiyatta ise büyük oranda Karadeniz ve Tuna nehri faal olarak kullanılmıştır.Ordunun ağırlıklarını taşımak için temin edilen deve, katır, beygir ve camus Anadolu ve Rumeli'den mekari ve mübayaa yoluyla alınmıştır. Araba ise tamamen Rumeli'den alınmıştır.XVIII. yüzyıl seferlerinde olduğu gibi savaş kuvvetleri olarak kapıkulu askeri yanında miri levendler önemli bir yere sahiptir. Bir miktar kapı halkı bulunmakla birlikte tımarlı sipahilerin çok az olduğu görülmektedir. Sefer mühimmatı ise Tophane-i Amirede olan mühimmatın yanında Gelibolu başta olmak üzere Anadolu'nun muhtelif yerlerinden karşılanmıştır. Seferin finansmanı hazineden ve devletin vergi gelirlerinden karşılanmıştır. Bu konuda diğer seferlere parelel bir yapı bulunmaktadır. Expeditions are not only military and political operations but also a total activity which requires subsistence, fulfillment, financially extensive planning and organization. This study substantially investigates the logistic activities of Varadin Expedition on Austria. Varadin Expedition is, in fact, progressed suddenly; as a result, the fulfillment of subsistence and ammunition is not performed in due time. Although the march has been started for a minor planned expedition on Ordu, Korfu and Bosnia, an expedition on Austria is decided at the instant. This last-minute amendment requires naturally all the plans to be changed. It is not easy to supply food for the hundreds of soldiers even though the Ottoman is much more experienced than its contemporaries, that is, European countries. The army's need for provisions is provided from the districts and sanjaks which are close to the coasts of Aegean, Marmara and Black sea as well as the regions which are seen as Danube's hinterland. Whereas the provisions to the ranges are usually supplied from the neighborhood in kind, the provisions to the battlefield are provided with purchase. As for shipment, Black sea and Danube River is substantially used militantly. The expedition is financed from the treasury and tax revenues of the government. In this respect, the structure is similar to the ones in the other expeditions. The camel, mule, horse and camus which are supplied to carry the army's burden are obtained by means of rent and purchase from Anatolia and Rumelia. The car is provided from only Rumelia. Public mariners as well as household troops have a significant place as battle forces as is in the expeditions of 18th century. It is seen that there are some household troops and few timariots. Ammunition for the expedition is provided from the various places of the Anatolia, particularly Gallipoli, along with the ammunition in the Armory.
