27 numaralı Mühimme Defteri`nin özet, transkripsiyon ve değerlendirmesi (1-140)

Abstract

Divânı Hümâyûn Osmanlı Devleti'nin üst düzey karar organıdır. Burada devleti ilgilendiren siyasi, ekonomik, sosyal, askeri ve hukuki meseleler görüşülüp karara bağlanır. Burada alınan kararların bir sureti Mühimme Defteri adı verilen defterlere kaydolur. Bu defterler dönemin aydınlatılmasına ışık tutan birinci el kaynaklardır. Özellikle merkez ile taşra arasındaki ilişkilere ait teferruatlı bir bilgi bu defterlerde mevcuttur. Kurumlar arası ilişkiler ve taşrada ki askeri yapılanmaya ait bilgilerde Mühimme Defterlerinde yer alan konular arasındadır. İncelemiş olduğumuz 27 Numaralı Mühimme Defteri III. Murad (1574-1595) Dönemine ait olup H. (983)M. (1575-1576) yıllarına aittir. Defterde ağırlıklı olarak İstanbul'un zahire ihtiyacına yönelik hükümler mevcuttur. Çalışmamızda Divânı Hümâyûn teşkilatı ve Sultan III. Murad devri hakkında bilgiler verilmiştir. Ayrıca defterin şekil ve özellikleri ile defterin muhtevasına da yer verilmiştir. Hükümlerin özetleri ve transkripsiyonu ile metinden örnekler de çalışmada yer almaktadır.

Divanı Hümayun is the top grade decision of the Ottoman State. In this place, political, economical, social, military and legal matters are determined and are estimated. A copy of the decisions taken here are recorded to books which are named `mühimme` This books are the main sources of those illuminate this period. Especially, the detailed datas are available belonging to relationship between the centre and the provinces. Relationships between institutions and the informations of military that located in the provinces are among the topics in the mühimme books. The 27 numbered mühimme book which we have studied, belongs to the period of Murat III(1574-1595), and it belongs Hijri (983) Gregorian (1575-1576).In the book mainly exists the decisions about the grave requirement of Istanbul. In our study, informations are given about the organisation of Divanı Hümayun and the period of III. Murad. Moreover, the shape, features, and contents of book are placed. There are also summary of decisions and transcription and examples from the text.
