Abstract
1980'lerde dışa açık bir ekonomi olmaya başlayan Türkiye ekonomisi 1996'da Gümrük Birliği üyeliği ile AB bölgesel pazarı ile entegrasyon kurarak büyüme ve kalkınma programını desteklemeyi amaçlamıştır. Ancak literatürde Gümrük Birliği ve AB ile olan ticaretin ekonomik büyüme üzerine etkisi halen süregelen bir tartışma olarak dikkat çekmektedir. Bilhassa dış ticaretin ekonomiye etkisinin belirlenmesi Türkiye gibi gelişmekte ve kalkınmakta olan bir ekonominin ekonomi politikalarını belirlemesi açısından büyük bir önem arz etmektedir. Bu nedenle de bu çalışmada ilgili literatüre katkıda bulunmak amacı ile ekonometrik analiz üzerinden Gümrük Birliği ve AB ile olan ticaretin ekonomi üzerine etkisine dair önemli bulgular elde edilmesi amaçlanmıştır.Bu çalışmada 1980-2014 dönemi yıllık verileri kullanarak ekonomik büyüme ve dış ticaret arasındaki ilişkinin incelenmesi amaçlanmıştır. Bağımlı değişken için ekonomik büyüme, bağımsız değişken için ise; sabit sermaye stoku, AB ile olan ithalat ihracat toplamının Türkiye'nin ithalat ihracat toplamına oranı, AB ile olan ihracat toplamının Türkiye'nin ihracat toplamına oranı ve AB ile olan ithalat toplamının Türkiye'nin ithalat toplamına oranı kullanılmıştır. Tahminin ilk aşamasında, birim kök testi ve ARDL modeli analizleri gerçekleştirilmiş olup Gümrük Birliği üyeliğinin ve AB ile toplamda olan ticaretin tüm ticari faaliyetler içerisindeki oranının Türkiye'nin GSYİH büyüme oranına olan etkisi incelenmiştir. Sonrasında da Hata Düzeltme Modeli yöntemi ile uzun dönemde ekonomik büyüme üzerindeki şokların geçici olup olmadığı analizi yapılmıştır. ARDL yaklaşımına göre incelenen ilişki neticesinde uzun ve kısa dönemde ekonomik büyüme üzerinde Gümrük Birliği'nin bir etkisi bulunmazken diğer taraftan AB ile olan ticaretin uzun dönemde ekonomik büyüme üzerinde olumsuz etkisi olduğu sonucuna ulaşılmıştır.Anahtar Kelimeler: Ekonomik Büyüme, Gümrük Birliği, ARDL Model, AB Ticareti. The Turkish economy which started to liberalization with neo-liberal policies in the 1980's, has been a part of the regional market of EU with (1996) Customs Union. With this integration, Turkey has been supporting the growth and development programs. However, nowadays, the effects of trade with EU and Customs Union on economic growth has still being discussed. Especially, determining the impact of foreign trade effects to economy is very important to adjust economy policies in rising economies such as Turkey. For this reason, the aim of this study is to get critical indications and make a contribution by using econometric analysis, about the effect of the trade with the Customs Union and the EU.In this study, the relationship between economic growth and foreign trade is analyzed by using annual datas of the 1980-2014 period. Economic growth is used as a dependent variable. The independent variables are used as stock of fixed capital, ratio of total importation-exportation with the EU and total importation- exportation of Turkey, ratio of exportation with the EU and total exportation of Turkey, and ratio of total importation with the EU and total importation of Turkey. In the first stage of the prediction, unit root test and ARDL model analysis were made and the effect of the ratio of the total trade with the Customs Union membership and the EU in total commercial activities on the GSYIH growth rate of Turkey was investigated. Then the shocks on the economic growth in the long-term, whether temporary or not, were analyzed with Error Correcting Model method. According to ARDL approach, there is no effect of Customs Union on economical growth in the long and short term. And on the other hand, the trade with the EU has a negative effect on the economical growth in long-term.Key Word: Economical Growth, Customs Union, ARDL Model, ECM (), EU Trade.
