Abstract
Modern zamanların önde gelen problemlerinden birisi işsizlik sorunudur. Teknolojik gelişmelerle birlikte üretim süreçlerinde sermayenin giderek daha fazla oranda emeği ikame etmesi, toplam talepte meydana gelen dalgalanmaların emek talebinde de dalgalanmalara ve istihdamda istikrarsızlıklara yol açması işsizlik probleminin boyutlarını artırmıştır. İşsizlik arttıkça işsizlikle mücadele yöntemleri de gelişmekte ve yeni modeller önerilmektedir. Bu modellerden birisi de Post Keynesyen iktisatçılar tarafından geliştirilen ve `En Son İstihdam Edici Olarak Devlet Yaklaşımı` olarak adlandırılan modeldir. Modelde asli unsur devlettir; devlet özellikle ekonomilerin daralma dönemlerinde işsiz kalanları kendisi istihdam eder. Bu sayede çalışanlar çalışma alışkanlıklarını devam ettirirler ve ekonomi genişlediğinde tekrar özel sektör tarafından istihdam edilebilirler. Türkiye'de de işsizlikle mücadelede çeşitli politikalar uygulanmaktadır. Bunlardan birisi de Toplum Yararına Programlar olarak adlandırılan uygulamalardır. Türkiye İş Kurumu tarafından uygulanan bu program birçok açıdan Post Keynesyenler tarafından önerilen istihdam politikasına benzemektedir. Bu çalışmanın amacı Post Keynesyenler tarafından önerilen istihdam politikası ile Türkiye'de uygulanan Toplum Yararına Çalışma Programlarını karşılaştırmaktır. Bu amaçla TYP kapsamında TRA2 Bölgesinde istihdam edilenler üzerinde bir anket çalışması yapılmış ve çıkan sonuçlar SPSS Paket Programı kullanılarak analiz edilmiştir. Elde edilen sonuçlara göre TYP'nin işsizlikle mücadelede kısa süreli bir çözüm olduğu ve çalışanlarda bir memnuniyet yarattığı ortaya çıkmıştır. Ancak anketlerden elde edilen bir diğer sonuca göre program kapsamında istihdam edilenlerin program bittikten sonra özel kesimde iş bulma ümitlerinin olmadığı anlaşılmıştır. Dolayısıyla işsizlikle uzun süreli bir mücadele için devlet tarafından Toplum Yararına Çalışma ProgramlarI kapsamında istihdam edilenlerin çeşitli eğitim programlarına katılmaları ve programların sürelerinin uzatılması gerektiği anlaşılmıştır.Anahtar Kelimeler: İstihdam, işsizlik, Post Keynesyen İktisat, En son İstihdam Edici Olarak Devlet, Toplum Yararına Programlar One of the main problems of modern times is the unemployment problem. Labor has been gradually substituted by capital because of the technological developments, fluctuations in the aggregate demand lead to similar fluctuations in labor demand and make employment unstable. All of these developments enhance the dimensions of the unemployment problem. As the problem of unemployment rises, the struggle methods has been developed and economists have offered new employment models. One of these models is the Employer of the Last Resort Model developed by the Post Keynesian Economists. Fundamental component of the model is the State or the Government; the government employed workers directly in the state departments by creating new jobs in the economic contradiction periods. Thus workers who employed by the government keep their will to work, and when the economy start to expansion these workers will be able to employed by the private sector. There are many employment policy in Turkey in order to combat the problem of unemployment. One of them is the Utility Programs for Community. This program has been implemented by the government and has in common with employment policies offered by post Keynesian economists. The aim of this thesis is to compare the Post Keynesian employment policies with the utility program in order to evaluate and make some contributions to the utility program. For this, a questionnaire study was conducted on workers employed by the government in the region of TRA2 and the results were analyzed by using SPSS packaged program.According to the results of the survey, it can be said that the utility program has in common with the Post Keynesian employment policy named the ELR program. The survey revealed that the utility program is a short run program in decreasing unemployment and workers feel appreciations from the program. Yet, one of the results put forward that workers are not hopeful of getting new jobs in the private sector after the program ended. Thereby, the government has to open some training program for the workers and has to extend the program date.Key Words: Employment, unemployment, Post Keynesian Economics, Employer of Last Resort, Utility Programs for Community
