StfrÛtAEY ` FERHAIOĞLU, Ferhat s Jurisdiction and Duties of Turkey Concerning Faviga-* tional Safety and Rescue Assistance on Surrounding Seas,Fh,Do Thesis (Adviser» Prof0Dr,M`Aydoğan ÖZMAF ),256 pp» In this study, the scope and content of Turkeyfs jurisdiction and ohliga** / tion connerning navigational safety and rescue assistance and where these are in effect are tried to he determined and in the face of these, conclusion are : made pertaining to some of the arrangements made hy Turkey» The stady consists of three chapters} first, concept of sovereignity, right, jurisdiction and duty alongside the sea areas that are covered hy the concept of surrounding seajse-1 i cond, jurisdiction and ohligation of Turkey with respect to navigational safetyj thirdjTurkey^s jurisdictions and ohligations concerning rescue and assistance* In first chapter, concept of s o veraigsity, right, juris diet i on, oh ligation and internal waters in the context of surrounding seas concept that all these concePts'HÖiild apply, and the concepts of territorial waters, contiguous zone, exclusive economic zone and high seas are examined» In second chapter, after de fining of navigational safety, in the light of international) and national regu lations, Turkey1 s jurisdictions and duties as a ooastal state and state of flag are tried to he determinedalso in this chapter, the subject of navigational sa fety concerning Turkish Straits is specifically emhasizedeIn third chapter, Tur- keyîs jurisdictions and duties on rescue assistance, international and national regulations on this subject, monopoly of rescue assistance and Turkey's area of resoue are examined» Based on the findings 5 after stating of Turkey's jurisdictions and duties, it is concluded that temporary preventive measures and also Turkey's declarations of search and rescue zones in the surrounding seas is in compli ance with international law.
