Abstract
The documents left from Assyrian colonists have revealed that there was not yet any political union in Anatolia entering into the historical period as of the beginning of II nd millenium B.C. Hittites are the nation to estabilish the first political union in Anatolia. It can be proven that the state which lasted from the second quarter of the I nd millenium B.C. until the XI tîı century B.C., started with Labama I and continued its establishment phase with Hattusili I. We are able to learn about Hattusili I who is the first king of the Hittite State, with the documents left from him and his time. However, there are still conditions which cannot be explained sufficiently with the documents left from the first phase of the Hittite history. For example, we are not able to know how Hattusili I ascended to the throne and his relations with his predecessor. The period of Hattusili I calls attention from two points of view. The first one is the intensive internal disturbances. The main reason for the uprising of the members of the King's family, is the determination of the next heir to the throne. The measures which the king desired to take in future and drafted in his political oriented testament, indicate clearly that these uprising wore out considerably the state. The second one is the military campaigns directed to southeast. The military campaigns take place in central Anatolia during the period of Labama I, extended with Hattusili I to outside of this region. We can say that this politics of Hittite State, the area of interest of which during its history is southeast, was estabilished for the time during the time of Hattusili I.223 The conclusion which we can derive from the documents and the administrative system and institutions pertaining to the initial years of this period, may be accepted as the first samples of the systems and institutions which can be observed in the initial phases of the Hittite history. The point that first emergence of Hittite cuneiform writing is related closely with this period, is another point drawing attention.
