Türkiye`de özel çevre koruma bölgeleri yönetimi ve yöneltileri

Abstract

ÖZET TÜRKİYE'DE ÖZEL ÇEVRE KORUMA BÖLGELERİ YÖNETİMİ VE YÖNELTİLERİ 1 970'li yıllardan sonra dünyada milli park, tabiat parkı, koruma alanı, bio-genetik rezerv, biyosfer rezervi, doğal,arkeolojik ve kentsel sit, sulak alanların ve su havzalarının korunması ile özel çevre koruma alanları düzenlenmiştir. Dünyadaki gelişmelere paralel olarak bu alanların yönetimi de büyük önem kazanmıştır. Türkiye'de ise Özel Çevre Koruma Bölgeleri'nin ilanı ile birlikte sadece bu alanların yönetiminden sorumlu, 1989 yılında Başbakanlığa bağlı kuruluş olarak Özel Çevre Koruma Kurumu Başkanlığı kurulmuştur. Bu Kurum, 1991 yılında Çevre Bakanlığı'na bağlanmıştır. Bu çalışmada, Türkiye'deki Özel Çevre Koruma Bölgeleri'nin yönetimi, bu yönetimin yöneltilen, hedefleri ve gerçekleştirebildikleri yöneltiler eldeki verilere göre irdelenmeye çalışılmıştır. 172Bir yandan, Türkiye'deki Özel Çevre Koruma Bölgeleri'nin hangi güdülerle ilan edildiği, bu alanların korunmasından sorumlu olan Özel Çevre Koruma Kurumu Başkanlığı 'nın nasıl bir toplumsal, ekonomik ve sosyal yapı içerisinde biçimlendiği, öncelikli hedeflerinin neler olduğu, bu hedefler ve sahip olduğu 383 sayılı Kanun Hükmünde Kararname çerçevesinde hangi eylemleri gerçekleştirebildiği incelenmeye çalışılmış; diğer yandan Özel Çevre Koruma Bölgeleri'ne ilişkin yönetimin yöneltileri araştırılmıştır. Bu Kaygılardan yola çıkarak, Özel Çevre Koruma Bölgeleri yönetiminin işleyiş yöntemleri ve temel önceliklerine göre bir değerlendirme yapılmış ve konuyla ilgili olarak öne sürülen varsayımların doğruluğu veya yanlışlığı tartışılarak konuya ilişkin genel doğrulara vanlmaya çalışılmıştır. ABSTRACT MANAGEMENT AND STRATEGIES OF SPECIAL ENVIRONMENTAL PROTECTION AREAS IN TÜRKİYE The Authority for the Protection of Special Areas, responsible for the management, nature conservation and protection of environmental values in the twelve Special Environmental Protection Areas declared by the Council of Ministers, was established with the Decree Having the Force of Law(decision number: K.H.K. 383) published in the Turkish Official Journal(code: 131189) on 13 November 1989. Some of the provisions of the 383 numbered `The Decree Having the Law Concerning the Establishment of the Prime Ministery Authority for the Protection of Special Areas,` are amended by the provision of the 09.08.1991 dated and 444 numbered `The Decree Having the Force of Law Concerning the Repealments in the Decree Having the Force of Law Concerning the Establishment of the Prime Ministry Authority for the Protection of Special Areas.` 174Management of Protected Areas get importance day to day. Meanwhile, environmental strategies are major issues of debate and are becoming subject to a growing political movement all over the world. * Throughout this thesis, management and strategies of Special Environmental Protection Areas have been tried to discuss. In the study, the legal, institutional and political aspects of the activities of Authority for the Protection of Special Areas were analysed by using various published documents and a comparison of other Mediterranean Countries that are parties to the Barcelona Convention, especially parties to the Protocol concerning Specially Protected Areas and Biological Diversity in the Mediterranean adopted on 10 June 1995 Barcelona was made. In fact, the concept of coastal management is strictly related to the concept of reconstruction legislation and practices in Turkey. For this reason, it is important to give an autonomous status to ASEPA. However, the establishment and existence of an authority like ASEPA, is a very important step for coastal zone management in Turkey despite of current difficulties that are faced during in practice. As the current problems and diffuculties of Protected Areas had been defined in detail, evaluating and concluding remarks also constitute a considerable section of this thesis study. 175Key Words: Specially Protected Areas, Protection, Environmental Protection, Environmental Planning, Environmental Management, Protection Areas. 176
