The main purpose of this study is to make a conceptual definition of cultural pedagogy in educational proesses towards cognitive and emotional domains and to cairy out the relations of cultural activities in these domains to educational sciences and arts education and to argue the implementative possibilities of cultural pedagogy in Turkish education system in the contex of acedemical programs and out of school. The approaches towards the concept of culture, the relations between culture and arts education from the point of view of educational sciences were studied and definitions and contents, working areas, target groups, implementation examples were presented and museum pedagogy and children museums were also researched. Taking Germany as an example, some instances of academic study areas in university level were described an how cultural pedagogues are trained were discussed. In the rest of the study, cultural pedagogy activities in Turkey were questioned and academic programs including cultural pedagogy and its practical examples were explained. Cultural pedagogy is an independent field which seperates itself from the course that is the center of school pedagogy and also from the `aid and support` that is the center of traditional social work. Therefore cultural pedagogy has an own special worth. By the reason of organized relationships, cultural pedagogy might be effective and productive from the point of view of the function of social work and therapy. Children and young persons ar the main target groups in cultural pedagogy. Cultural pedagogy as an inderdisciplinary field related to life situations is realized as representations of learning and understanding. Therefore cultural pedagogy accepts the possibilities which will enrich the the lives of the youth and children. In this term cultural pedagogy contributes to gaining educational values as self-reliance, social interaction etc. Thus cultural pedagogy field does not only deal with recognized spare time activities but also supports persons multidimensional. 262Cultural pedagogy activities are realized out of school. Some of the activities are museum pedagogy and children museum activities, theatre and creative drama workshops, music workshops in social/cultural educational centers realized by children and young persons. Cultural pedagogy field emerged as a result of demand to connect formal and informal education and to response the demands for more systematical and organized cultural education. Cultural pedagogy also involved in planning, organizing and supporting of cultural institutions out of school. Free attendance into these educational activities is essential and the purpose of these activities is not to assess productivity, success or learning skills of persons but to response cultural education needs of persons. There is no culture pedagogue (cultural educator) who designs the cultural activities, develops strategies, and prepares the practice situations in formal and private institutions in Turkey. In fact there are many cultural activities organized in these institutions and culture pedagogues must be employed there. The task analyses of culture pedagogues should be modified and National Education Ministry must employ culture pedagogues and universities should develop curriculum for training of cultural pedagogy. There are some cultural pedagogy departments at the undergraduate and graduate level in some of the universities in Germany. There are some projects and works at the same context but not in the name cultural pedagogy in Turkey. There are no undergraduate and graduate educational opportunities in the universities of Turkey.. Therefore Faculty of Educational Sciences in Ankara University should be pioneer in cultural pedagogy field.
