1930`lardan 1960`lara geçişte devletçilik ve planlamanın dönüşümü: Forum dergisindeki tartışmalar

Abstract

1930'LARDAN 1960'LARA GEÇ ŞTEDEVLETÇ L K VE PLANLAMANIN DÖNÜŞÜMÜ:FORUM DERG S 'NDEK TARTIŞMALARAli SomelÖZET1930'lu yıllar ve 1960'lı yıllar Türkiye'nin siyasi tarihinde devletçi ve planlamacıpolitikaların izlenmesi bakımından iki önemli dönemi oluşturmaktadır. Devletçilik vesanayi plancılığı 1930'lara damga vururken, sosyal devlet ve kalkınma plancılığı1960'ların başat politikası olarak karşımıza çıkmaktadır. Bu çalışmada, liberal olarakbilinen 1950'lerin geçiş dönemi incelenerek öncül ve ardıl dönemler arasındakiparalellik sorgulanmaktadır. Çalışmada, bir grup akademisyenin çıkardığı Forum dergisigeçiş dönemini devlet dışı bir perspektiften tartışmanın unsurlarını bize verecek birprizma olarak kullanılmakta ve incelememizin temel eksenini oluşturmaktadır.1950'lerin önceki ve sonraki dönemler arasında bir kesinti mi yoksa bir köprü müoluşturduğunu anlayabilmek için birer kavram çiftini ölçüt alarak, dönüşümün uygulamave söylemlerine odaklanacağız. Bunlar sermaye birikimi / piyasacılık ve bağımsızlıkçılık/ toplumculuk kavramlarıdır. Temel soru, bu kavram çiftlerinin devletçilik veplanlamanın dönüşümünde nasıl bir rol oynadıkları ve bu politikaları nitelemedüzeylerinde nasıl bir ağırlık kayması yaşandığıdır. Hipotezimiz, bağımsızlıkçılık vekalkınmacılık söylemi doğrultusunda bir eğilim oluştuğu, fakat piyasacı perspektifinbaşından itibaren belirleyici olduğudur. Ne var ki, Forum dergisindeki teorik ve siyasitartışmalar, Soğuk Savaş dönemi ve dünya kutupları arasındaki çok boyutlu mücadeledüzlemlerinde Türkiye'nin 1950'li yılların iç ve dış dinamiklerine bir uyum deneyimigeçirdiğini ve 1960'ların devletçilik ve planlama politikasının, liberalizm vedevletçiliğin, yani söylemsel bir toplumculuk ile ABD merkezli gerçek bir piyasacılığınsentezi olduğunu göstermektedir.

THE TRANSFORMATION OF ETATISM AND PLANNING IN TURKEYIN THE TRANSITION FROM THE 1930?S TO THE 1960?S:THE DEBATES IN THE JOURNAL FORUMAli SomelABSTACTThe 1930?s and 1960?s are in Turkish political history critical periods in terms of etatist /welfare policies and planning. While etatism and industrial planning played adetermining role during the 1930?s, the welfare state and development planning were themainstream policies of the 1960?s. In this paper, the parallels between these two periodsis put into question by analyzing the transformation of these policies during the 1950?s,known as a temporary period of liberal policies. The paper takes the discussions in theForum journal published by a group of academicians as the main axis and uses this as aprism to reflect the transformation from a non-governmental perspective.In order to find out whether the 1950?s was a rupture or bridge between the previous andfollowing periods, we use a pair of concepts and concentrate on their transformationboth practically and rhetorically. These are capital accumulation / pro-market policiesand independency / pro-social policies. The main question is how etatism and planninggot transformed in terms of the characterizing role played by these pair of conceptsduring the transition. Our hypothesis has been that there is an inclination towardsrhetoric of independency and development policy encompassing pro-social policies, buta market perspective has always determined these conceptualizations. However, thetheoretical and political discussions in the Forum journal show that the new era of theCold War and its multidimensional facets of struggle between the world poles has madeTurkey undergo a deep experience of adaptation both to internal and external dynamicsthrough the years of 1950?s, so that the 1960?s? policy has been a synthesis of liberalismand etatism, the combination of pro-social policies and pro-market policies, the firstbeing mostly rhetorical and the latter consolidated within the US centered world system.
