Türkiye`de kamu yönetiminin yeniden yapılandırılması sürecinde yerel yönetim reformları

Abstract

Bu tez çalışmasında, Ankara Büyükşehir Belediyesi sınırları içindeki yerel aktörlerin, 2004 ve 2005 yıllarında gerçekleştirilen yerel yönetim reformuna ilişkin görüşlerini belirlemeye yönelik bir survey incelemesi yapılmıştır. Çalışmanın amacı, yerel yönetim sisteminde köklü bir değişim öngören yerel yönetimler reformunun, merkez-yerel ilişkileri, yönetime katılım mekanizması olarak kent konseylerinin işleyişi ve yerel hizmetlerin özel sektöre devredilmesi gibi temel tartışma noktaları ekseninde yerel aktörlerin görüşlerini ortaya koymaktır.Bu çalışmada, yerel aktörlerin yerel yönetim reformunu içselleştirmediği ve merkeziyetçi eğilimlerinin güçlü olduğu iddia edilmektedir. Araştırma bulgularına göre, yerel aktörlerin çoğunun, genel yetki merkezde olmak kaydıyla yerel yönetimlerin yetkilerini artıran bir yerel yönetim modelini tercih ettiği, şeffaflık, katılım ve merkezi yönetimin denetimine ilişkin düzenlemeler yönünden reformu yetersiz bulduğu sonucuna ulaşılmıştır.

In this study, a survey research was conducted aiming at to find out the points of view of the local actors within the borders of the Ankara Metropolitan Municipality at the local administration reform realized in the period of 2004 and 2005. The goal of the study is to manifest the opinions of the local actors on center-local relations, which stipulate a fundamental change in the local administration system; the functions of city councils as a participation mechanism in the administration and the transfer of local services to the private sectors.In this study, it is argued that the local actors have not internalized the reform concerning the local administration and that the centralized trends are strong. According to the findings of the research, most of the local actors that they prefer a local administration favoring a power at the center and the regulations are not efficient enough in terms of inspection of central authority, transparency and participation.
