Abstract
Bu çalışma, Türkiye bütününde sel afetinden etkilenen yerleşmelerin en fazla yer aldığı coğrafi bölge ve bölümler ile akarsu havzalarının tespit edilmesi, sel afetine karşı alınacak genel önlemlerin belirlenmesi ve daha sonra yapılacak ayrıntılı çalışmalara temel oluşturulması amacıyla, 1945?2007 yılları arasında kaydedilmiş olan afet raporlarından yola çıkılarak oluşturulmuştur.Yerleşme birimlerinden yola çıkarak coğrafi bölge ve bölüm ile hidrografik havzalarda, selden etkilenen yerleşme sayıları tespit edilmiş, 1945?2007 yılları arasında toplam 63 yılda, 10 yıllık dönemlerde ve mevsimlerdeki dağılışları incelenmiş, mekan ve zamandaki bu dağılışlar, karşılaştırmalı olarak nedenleriyle birlikte ortaya konulmuştur. Bu incelemenin sonucunda, yüksek değerlerdeki eğim ve yükselti, sağanak şeklindeki yağış rejimi, ani kar erimelerinin yaşandığı bölge, bölüm ve akarsu havzalarında; depresyon çukurlukları, birikinti konileri ve vadi içi gibi morfolojik birimler üzerinde yer alan yerleşmelerin sel afetine maruz kaldıkları; bu olayların genellikle ilkbahar ve yaz mevsimlerinde görülmelerinin yanı sıra yerel özelliklere göre görülme mevsimlerinin de değiştiği sonucuna varılmıştır.Bu sonuçlara göre, yerel ölçekte ayrıntılı etütlerin yapılması, sorunların tespit edilmesi ve yere özgü çözümlerin geliştirilmesi, afet bölge planlarının yapılması ve en küçük yerleşme birimlerinin de bu planlar içerisinde ayrıntılı olarak yer alması gibi önerilerde bulunulmuştur.ANAHTAR KELİMELER: Sel, Taşkın, Bölge, Bölüm, Akarsu Havzası, Yerleşme, DağılışSAYFA SAYISI: 138TEZ DANIŞMANI: Prof.Dr. Mesut ELİBÜYÜK This work was created based on the disaster reports saved between 1945?2007 with the purpose of detection of the geographical region, subregion and the river basin having the most amound of the settlements affected by flood disaster, determination of general precautions against the flood disaster, being a basis for the ensuig works.Based on the settlement units, the numbers of the settlements affected by flood were detected in geographical regions, subregions and hidrographical basins, and were determined their dispersion total in 63 years, per 10 year and in seasons between 1945?2007. All these dispersions at the time and the space were executed with the reason and as comparative. In consequence of this investigate that was deduced that the settlements partaking in depressions, on aluvial cones, in valleys on the region, subregion and river basins having areas with high slope and high elevation, precipitation regyme as rainstorm, sudden snowmelting seasons are exposed to flood disaster. This investigate also demonstrates these events are generally occured in spring and summer but it depends on the local characteristics.In accordance with the results, those were recommended: should be made local detailed researches should be made. Problems should be detected and developed specifical solution for the area.
