Abstract
kinci Dünya Savasının galip devletleri arasında savastan hemen sonra baslayanmenfaat çatısması Soguk Savas kavramını ortaya çıkarmıstır. Bu süreçte güçlü devletler siyasiideolojilerini güç kullanarak yaymaya çalısmıslardır. NATO, ülkelerin komünizme karsısavunulması amacıyla kurulmustur. Soguk Savas dönemi boyunca bu misyonla göreviniyerine getiren NATO, bu sürecin sona ermesi ve 1990'lı yıllarda tehdit algılamalarınındegismesi ile birlikte Rönesans Dönemine girmistir.1991 ve 1999 tarihli NATO ?Stratejik Kavram? belgelerinde, eski Sovyet tehdidiyerini önceden belirlenmesi mümkün olmayan çesitli risk ve belirsizliklerden kaynaklananyeni tehditlere bırakmıstır. Bu tehditler; terörizm, kitle imha silahlarının yayılması, insan veuyusturucu kaçakçılıgı, örgütlü suçlar, göç, etnik ve milliyetçi çatısmalar, köktendincilikolarak yerini almıstır. Bunun yanı sıra siyasi boyuta da agırlık verilmis, bunun sonucunda üyedevletlerin çevre cografyadaki ülkelerle isbirligine gitmeleri öngörülmüstür.Günümüzün en büyük güvenlik sorunu olan terörizm, 11 Eylül saldırıları sonucundaNATO'da ilk kez 5. madde kapsamında yerini almıstır. 2002 tarihli yeni Amerikan UlusalGüvenlik Stratejisi sonucu ABD'nin Irak'ta ilk kez önleyici savas doktrinini uygulaması,müttefik ülkeler arasında ciddi bir sorun yasanmasına neden olmustur. Prag Zirvesiyleyumusayan, stanbul Zirvesi'yle güçlenen NATO, yeni tehditlere karsı yetenegini arttırmıstır.2002 Yeni Amerikan Ulusal Güvenlik Stratejisi sonucunda yapılan uygulamalar ve buuygulamalar sonucunda ortaya çıkan neticelerin BM, NATO, ABD, NATO'ya üye devletlerve Türkiye ekseninde yarattıgı etkileri inceleme ve farklılıkları tespit etme bu tezin amacınıolusturmaktadır. Kolektif savunma örgütü olarak kurulan NATO'nun yeni güvenlikanlayısında üstlenecegi misyon her üye devleti tatmin edebilecegi sürece, varlıgını devamettirmesi kaçınılmaz bir sonuç olacaktır. Conflict of interests, which came on the scene right after the war, among the victoriousnations of World War II introduced the concept of Cold War. In this process, powerful statesstrived to spread their political ideologies. NATO was established with the aim of defendingthe member countries against the threat of communism. Having fulfilled this mission duringthe Cold War era, NATO faced a Renaissance in 1990s due to the shift in the perceptions ofthreat.The former threat of Soviet Union replaced itself with various unpredicted risks andundetermined threats in the documents of NATO?s ?New Strategic Concept? of 1991 and1999. These threats can be named as; terrorism, the spread of weapons of mass destruction,smuggling of drugs and people, organized crimes, migration, ethnical and nationalistic clashesand religious fundamentalism. At the same time, it was given focus on the political dimensionof the process and thanks to this member states were desired to cooperate with the neighbourcountries.Terrorism, the biggest security issue of today, appeared in NATO for the very firsttime with the Treaty's Article 5. On the basis of 2002 National Security Strategy of the UnitedStates of America, the USA applied preventive war doctrine in Iraq for the first time. This ledto a serious problem among the allied countries. NATO expanded its capabilities of dealingwith the new threats with a deténte in Prag Summit and becoming strong in stanbul Summit.The objective of this study is to analyze the implementations resulting from theNational Security Strategy of the United States of America and the effects of theseimplementations in connection with the United Nations, NATO, the USA, member states ofNATO and Turkey and establish the differences. It will be inevitable for NATO, establishedas a collective defence organisation, to carry forward its presence as long as NATO?smissions satisfy the member states of the alliance.
