Abstract
Bu çalışmada; yöresel gıdaların yerel ekonomik kalkınmaya hangi boyutlarda katkı sağladığı ayrıca bu katkılarının arttırılması için neler yapılabileceği araştırılmıştır. Bu kapsamda Ankara ilinin yöresel ürün potansiyeli en yüksek bölgesi Beypazarı, Ayaş ve Nallıhan ilçeleri araştırma alanı olarak belirlenmiştir. Çalışmanın ana materyalini bu bölgede faaliyet gösteren yöresel ürün üreticileri ve satıcılarıyla yapılan 111 anket oluşturmaktadır. Araştırmanın sektördeki tüm işletmeleri kapsaması için tam sayım yöntemi tercih edilmiş, tüm anketler işletmelerde yüz yüze uygulanmış ve anket sonuçları uygun istatistiki yöntemlerle analiz edilmiş, elde edilen sonuçlar konu ile ilgili tezler, araştırmalar ve benzeri kaynaklar ışığında yorumlanmıştır. Araştırma bölgesindeki işletmelerin %87,1'inin %60'dan daha az kapasiteyle çalıştığı tespit edilmiştir. Türkiye'deki gıda imalat sektöründeki kapasite kullanım oranı ortalamasının 2015 yılı için %74,73 olduğu düşünülürse, yöredeki çoğu işletmede kapasite kullanım oranının çok düşük olduğu görülmektedir. Beypazarı ilçesi yıllık 440 ton cevizli sucuk, 840 ton kuru, 230'şar ton erişte ve tarhana üretimi ile araştırmaya konu ilçeler arasında yöresel gıda üretim miktarının yüksekliğiyle ön plana çıkmaktadır. Araştırma bölgesinde yıllık cirosu 50.000 TL'nin üzerinde olan sadece 11 işletme olduğu bulunmuş ve bu işletmelerinin 10 tanesinin Beypazarı ilçesinde faaliyet gösterdiği tespit edilmiştir. Bu çalışmayla varılabilecek en önemli sonuç; yöresel ürünler doğru kullanıldıklarında yerel ekonomik kalkınmada anahtar rol alabilir. Coğrafi işaretler yöresel ürünlerin ulusal ve uluslararası tanıtımında farkındalık yaratmak için daha aktif kullanılmalıdır. Yöresel ürünlerdeki gıda güvenliği riskleri minimuma indirilmeli, ürünlerin gelenekselliğini bozmadan ürüne özel çözümler üretilmeli, tescil sahibi ve üreticiler başta olmak üzere tüm paydaşlar yeni pazarlar bulma konusunda birlikte çalışmalıdır. Küçük işletmelerin entegre üreticiler ile rekabetinde yöresel ürünler bir avantaj olarak görülmeli, yerel işletmeler için ürünlerin üretildiği yerlerde fırsatlar yaratılarak yerel ekonomik kalkınmaya katkıda bulunulmalıdır. This study aims at identifying various dimensions of contribution of local food production to local economic development, and searches for methods to increase this contribution. 111 in-person surveys were conducted with the local food producers and retailers located in Beypazarı, Ayaş and Nallıhan districts of Ankara province where there is the highest local food production capacity. Full count methodology was adopted in the study in order to cover all the enterprises in the sector. All the questionnaires were carried out in-person in all of the enterprises selected, the results were carefully analyzed by using appropriate statistical methods, and as a result, conclusions and recommendations were derived in light of the relevant literature. The study revealed that capacity utilization ratio of 87.1% of the enterprises within the selected area was less than 60%. Taking into consideration the average capacity utilization ratio of Turkish food manufacturers in 2015 as being 74.73%, it can be concluded that most of the local manufacturers in the studied area run their businesses at well below their productive capacity. Beypazari is the leading district with its high local food production with an annual average production of 440 tons of walnut soujouk, 840 tons of `kuru` and 230 tons of both `eriste` and `tarhana`. The study found out that only 11 enterprises generated more than TL 50,000 annually as revenue, and 10 of these enterprises were located in Beypazari. The main finding of this research is that local production is the driving force of the local economic development. The research suggests that local food production should be promoted more by means of utilizing geographic indications more actively. In addition, it is suggested that the food safety risks should be minimized at the local level, tailor made methodologies should be designed without distorting the local specifications, and all of the stakeholders, particularly the producers should work cooperatively to expand their access to new and larger markets. The local products should be advocated to create a competitive advantage by the local producers against their integrated national competitors, new incentives and opportunities should be provided to the local enterprises in order to contribute to the development of local economies.
