Abstract
Osmanlı Devletinde meslekî-teknik eitim, XVIII. yüzyıla kadar yaygıneitim eklinde, Ahi Tekilatlarında yapılmaktaydı. Bu tekilatlarda meslekîteknikeitim, usta-çırak ilikisi içerisinde küçük atölyelerde verilmekteydi.Ancak bu tarzda verilen eitimle elde edilen üretimin, aynı yüzyılda Sanayinkılâbını gerçekletirmi olan Avrupa devletleri ile rekabet etmesi söz konusuolamazdı. Çünkü Avrupa devletleri, atölyelerde elle yapılan üretimi terk ederekmakinelerle seri üretime geçmilerdir.Osmanlı Devleti'nin XVIII. yüzyılda Avrupa'da balamı olan Sanayinkılâbının meydana getirdii teknolojik gelimelerin farkına varması ancakXIX. yüzyıl balarında olmutur. Avrupa devletleri XVIII. yüzyıl boyuncasanayilerini her alanda gelitirmiler, XIX. yüzyıla daha güçlü bir ekildegirmilerdir. Avrupa devletlerinin sanayi alanında hızla gelimesinin sebepleriaratırıldıında ise, meslekî-teknik eitime verdikleri önem ortaya çıkmaktadır.Geçte olsa bu durumun farkına varan Osmanlı Devleti, meslekî-teknikeitim alanında hızla Avrupa'yı örnek almaya balamıtır. XIX. yüzyılda,özellikle Tanzimat'tan sonra meslekî-teknik eitimin hemen hemen heralanında okullar açılmıtır. Okullardan daha kısa zamanda teknik elemanmezun etmek amacıyla Avrupa'dan öretmenler, ders programları ve kitaplargetirtilmitir.Osmanlı Devletinde XIX. yüzyıl boyunca açılmakta olan meslekî-teknikeitim kurumları balangıçta askeri ihtiyaçların giderilmesini amaçlamaktadır.Bu nedenle ilk açılan kurumlar askeri mühendishaneler ve ıslahhanelerdir.Daha sonra sivil alanda meslekî-teknik eitim veren ziraat, sanayi, kondüktör,imendifer, kadastro, orman, maden, baytar, mimar ve çırak Mektepleri hızlaaçılmaya balamıtır. Professional technique education used to be given until the 18th centuryby Ahi Organizations in the Ottoman state that education was performed in theway of craftsman and apprentice in the small workh shops, but the productionswhich were made based on hawing such a primitive education that wasn?t amatter of course to compete with European countries because of those countrieshad already left the hand made productions in the work shops and started toproduce the necessary products as seriesly thanks to technological machines.In the early years of the 19th century the Ottoman state just realized thetechnological developments as a result of industrial revolution which hadalready begun in Europe in the 18th century. The European countries developedtheir industries in every field during the 18th century and entered the 19thcentury much more powerful then ever Searching thoroughly of the rapiddevelopment of those countries reveals how they pay importance to theprofessional technique education.Although the Ottoman was late enough to realize of that situation, ittook those countries as model. After the political reforms had been made in theOttoman state in the 19th century, a lot of number of professional techniqueschools, including almost every field of techniques, were opened and thus, manyteachers, technique programmes and books were brought in to the state to haveauthorized technique staff members in a short time.At the beginning, the Ottoman state aimed to meet the militarynecessities by means of those schools that opened during the 19th century. Forthis reason the first instituons were the military and the reformatory schools.Following up to these schools a lot of technique institutions which serve for thecivilian area, were opened soon such as agriculture, industry, railway, landsurvey, forestry, mining, veterinary surgeon, architect.
