Abstract
Egitim, bir milletin gelismesinde ve ilerlemesinde en önemli amillerden birisidir.Bir millet hakiki manada egitime önem veriyor, egitimin gelismesi için her bakımdanseferberlik yapıyorsa, bu millettin ilerlememesinin önünde hiçbir engel yok demektir.Osmanlı Devleti, genel olarak bakıldıgında egitime ciddi önem veren bir devlettir.Bunu, bilhassa 16. ve 17. yüzyılda yetistirmis oldugu büyük alim ve bilginlerdenanlayabiliyoruz. Ancak, bu yüksek performansını uzun süre devam ettirememis, 18.yüzyılda itibaren de Avrupa karsısındaki üstünlügünü yitirmistir. Bu da, zatenberaberinde çöküsü getirmistir.Milli Mücadele Anadolu insanı için her yönüyle zor olmustur. Bu zorlumücadeleden çıkarak kurulan Türkiye Cumhuriyeti egitimi, en acil üzerine gidilmesigereken mesele olarak görmüs ve önemli çalısmalar yapmıstır.Mersin, 1933 yılında vilayet olmustur. Osmanlı döneminde Silifke veTarsus'la birlikte çok sayıda medrese açılmıs, bunların yanında da sıbyan ve rüstiyemektepleri yerini almıstır. 1903 Maarif Salnamesi'ne göre Mersin'de 16 adet iptidaimektep, Mersin, Silifke ve Tarsus'ta ise toplam 4 rüstiye görünmektedir. Medrese sayısıise 1903'te Mersin'de 4'tür. Fakat bu yıllar egitimde çok fazla farklılıgın ve çesitliligininoldugu yıllardır. Bir tarafta Osmanlı'nın eski mektepleri (mahalle mektepleri), digertarafta yeni açılan modern mektepler bulunuyordu. Bunlarda müfredat bile farklıydı.Ayrıca, yabancı ve azınlık okullar da ayrı bir vadide egitim vermekteydi. Yeni devlet ilkolarak bunlarda bir düzenlemeye gitmis ve egitimi birlestirmis; tüm okulları MilliEgitim Bakanlıgı'na baglamıstır.Cumhuriyet'in ilk yılları biraz durgu geçse de 1930'dan itibaren atılım yıllarıbaslamıs, Atatürk'ün önderliginde kısa zamanda büyük ve önemli isler basarılmıstır.Bir tarafta yeni açılan ilkokullar, ortaokullar, diger taraftan Halkevi'nin basını çektigiegitim hamleleri ardı ardına mühim gelismeleri beraberinde getirmistir. Education is one of the most important factors in the development and progress ofa nation. There is no obstacle in front of a nation?s development if it gives a greatimportance to education and if it does its best for the development of education.Ottoman Empire was a state that gives a serious importance to education. We canunderstand this from the great thinkers and scholars of sixteenth and seventeenthcenturies. But, Ottoman Empire couldn?t sustain its high performance for a long time,and from the eighteenth century it began to lose its power against Europe. And thissituation brought the collapse.Independence War had been rather difficult in many respects for the Anatolianpeople. The newly found Turkish Republic saw education the most urgent issue andmade remarkable studies.Mersin became province in 1933. In the period of Ottoman Empire, in Tarsus andSilifke many medrese, primary and secondary schools were opened. According to theannual education report of 1903,in Mersin there were 16 primary schools. Totally inMersin, Tarsus and Silifke there were 4 secondary schools. The number of medreseschool in Mersin was 4. But in these years there were many varieties and differences. Onone hand the old schools of Ottoman, on the other hand the new modern schools. Thecurriculum was even different in these schools.And also there were foreign and minorityschools. The new state firstly arranged these schools, unified the education andconnected all the schools to the Ministry of National Education.The first years of Republic were steady.But from the 1930s, the developmentsbegan. The newly opened primary, secondary schools and educational enterprises ofHalkevi brought new reforms and developments.
