T.O.K.İ. yapılarının iç mekanlarının kalite değerlendirilmesi

Abstract

Yapı malzemelerinde yüzyıllardır yüksek dayanım, uzun ömür, ergonomi, ekonomi gibi temel kavramlar belirleyici faktörler olarak kabul edilirken günümüzde bu özelliklerin yanı sıra sürdürülebilirlik kavramı en önemli parametrelerden biri haline gelmiştir. Konutlarda kullanılan doğal ve doğal olmayan malzemelerin çevresiyle etkileşimi ve karbon ayak izi geride bıraktığımız yüzyılda gelişen teknoloji ve büyüyen ekonomilerde çoğunlukla ihmal edilmiştir. Ancak günümüzde artan ihtiyaçlara cevap veren yapı sektörünün gelecek kuşakların ihtiyaçlarını da göz önünde bulundurması zorunluluk halini almıştır. Bu zorunluluğun dünya üzerinde ki toplum ve insanlara aynı kaygı ile aktarılabilmesi adına; ilgili kurum, kuruluş, çeşitli sivil toplum örgütlenmeleri bir takım sorumluluklar alarak sürece katkı sağlamaktadır. Fakat bu katkıları; geliştirip, ulusların dikkatini çekebilecek en güçlü yapı: hükümet ve devletlerdir. Bu sebeple hükümetler, devletler çoğunlukla yapı ve inşaat sektörü düzenlemelerindeki konut anlayışlarında artık sürdürülebilirlik konusunu ciddiyetle ele almaktadırlar.Ülkemizde, hükümet ve devlet nezdinde konut anlayışı ve sürdürülebilirlik kavramının artan konut ihtiyacına cevap vermek üzere nasıl ele alındığı, Başbakanlığa bağlı olarak faaliyetlerini sürdüren Toplu Konut İdaresi'nin sürdürülebilir mimari konusundaki çalışmaları, örneklerle bu tezde ele alınmıştır. While basic concepts such as high strength, long life, ergonomics and economy have been accepted as determinants in construction materials for centuries, besides these characteristics, today the concept of sustainability has become one of the most important parameters. The interaction of natural and unnatural materials used in homes with the environment and the carbon footprint are usually ignored in the developing technology and growing economies of the past century. However, it became necessary to consider the needs of future generations of construction sector that responses the rising needs at the present time. Related institutions, organizations and various non-governmental organizations take on some responsibilities and contribute to the process to convey this necessity with the same concern to the societies and people in the world. However, the strongest structure that can develop these contributions and draw the attention of the nations is the government and the states. For this reason, governments, states often deal with the subject of sustainability seriously in their understanding of housing for building and construction sector regulations.It is discussed in this thesis with the examples how the concept of sustainability are discussed to response the increasing need for housing by government and state in our country and the works of public housing administration that continues displaying activity under the Prime Ministry. 7 Climates- 7 Regions project competitions have been examined on this subject in detail.Key Words: T.O.K.I., Housing, Sustainable Architecture, 7 Climates 7 Regions
